Approved Bill that provides for the setting of goalkeepers in the municipality

In the session destined to vote on matters of the Municipal Legislative, which took place yesterday afternoon (22), only one bill was voted. The article, authored by councilor Cláudio Janta (Soliedarity), intends to bring more security to the goalkeepers of sports practices installed in the municipality of Porto Alegre.

The Bill provides for the mandatory setting of goalkeepers to prevent overturning, which could lead to a possible accident, mainly involving children. The rule applies to public and private spaces. “We created this law with the aim of preserving lives”, defended the councilor after citing the names of children and adolescents who lost their lives in similar accidents.

Councilor Comandante Nádia (PP), author of one of the amendments that were approved with the project, highlighted that the name of the law will honor Marina Fallavesa, an 11-year-old child who suffered a fatal accident after being hit by a goalkeeper. “Children hang from goalkeepers and lose their lives in these overturns”, she justified.

The discussion regarding the matter was around the amount charged for the fine, if the establishment did not comply with the obligation to fix the goalkeepers properly. Amendment number four, filed by the NOVO party bench, provided for a reduction in the amount of the fine. According to the councilor, it would increase from R$6,000 to R$500, and the amount could be increased if the negligence persisted. The justification of parliamentarian Tiago Albrecht (NOVO) was that the initial value was disproportionate to other fines that also appeared in order to prevent accidents. “Within proportionality, the amount of R$ 500 must be charged”, he defended.

In addition to the other authors of the project, councilor Bins Ely (PDT) also did not agree with the value suggested by Albrecht. The parliamentarian justified his position by saying that a fine of R$500 is a negligible amount for changes to be made in the structures of the goalkeepers. “The law is not meant to be educational, it is meant to be fulfilled”, stressed the councilor.

After intense pressure from the other councillors, Albrecht withdrew the amendment that provided for the reduction in the amount of the fine. Thus, the matter was unanimously approved. Now the Project will be forwarded to Mayor Sebastião Melo (MDB). If there is a sanction, establishments will have a period of 180 days to adapt to the rules.

In the space intended for party leaders to express themselves on topics of interest to them – the revision of the Master Plan of Porto Alegre took center stage in the discussions at the tribune of the Legislative of the Capital, in the so-called period of communications.

The first councilor to deal with the Master Plan had already brought the matter up previously. Aldacir Oliboni (PT) criticized the decision of the Sebastião Melo (MDB) government, which defined the dates for committee meetings on working days and during business hours. “Any working citizen will be able to participate? It will be difficult. The current government tore up the Master Plan”, the PT spoke in yesterday’s session.

Pedro Ruas (PSOL) also addressed the issue and asked for agility to start building the commissions. “The Master Plan is the future of the city (…) I reiterate on the platform the importance of the Special Commission.”

Márcio Bins Ely (PDT), who was Secretary of Planning and chaired the Municipal Board of the Master Plan in 2010, used the communication time to highlight the importance of building a project for the city that is linked to sustainability. “We want the city to grow and develop along with environmental guidelines.”
