Aleam approves aviation kerosene tax reduction

Approval of the project brought to light the indignation of parliamentarians regarding the prices charged by air transport companies for flights through the interior

Manaus (AM) – During the vote this Tuesday (27), in the Agenda phase, the state deputies of the Legislative Assembly of the State of Amazonas (Aleam), approved 25 Bills of Law, among them, two from a Government Message, one of which , on the reduction of the calculation basis for aviation kerosene.

Bill No. 573 of 2023, arising from Government Message No. 46 of 2023, modifies provisions of Law No. 3,430, of September 3, 2009, which reduces the calculation base in internal operations with aviation kerosene (QAV) and gasoline of aviation (GAV). The project establishes a percentage of 7% in operations for a passenger air transport service provider that serves a minimum of four municipalities in the interior of Amazonas with regular flights and, in lieu of the required regularity, performs at least 70% of its passenger air transport services in the State of Amazonas; collecting 15% of the tax waiver resulting from the reduction of the tax burden of the Tax on Circulation of Goods and Services (ICMS) in internal operations with QAV for the “Social Promotion Fund”.

The approval of the project brought to light the indignation of parliamentarians regarding the prices charged by air transport companies for flights through the interior of Amazonas, even with incentives granted by the Executive Branch. The first to raise the issue was the president of the Assembly, state deputy Roberto Cidade (União Brasil), who highlighted the initiative of the Government Message as a positive signal from the State Government to collaborate with aviation companies that, on the other hand, do not reduce ticket prices.

“Once again, the Executive Branch and the Assembly demonstrate their collaboration with the air transport system by helping to reduce taxes. So we have to keep charging for the reduction of fares. I was one of the deputies who began to criticize the absurdities charged by the companies. We are in the week of the Parintins Folk Festival and there are exorbitant amounts being charged for just one part of the trip, there are parts of up to R$ 4 thousand, which would pay for round-trip tickets to many places in the world”,

stressed.

Adjuto Afonso (União Brasil) corroborated the President’s speech and suggested that the Assembly monitor the likely reduction and maintenance of the frequency of flights through the creation of a Commission, in partnership with the Assembly’s Consumer Protection Commission.

“There are companies that enjoy this benefit, but these benefits go to flights outside the Amazon while we who grant the benefit suffer from flight cancellations”,

stated.

Deputy George Lins (União Brasil) agreed with his colleague, recalling the frequent and unexplained cancellations of flights to the interior. “Cancellations are constant and random, without passengers knowing the reason and the National Civil Aviation Agency (Anac) does not interfere, claiming that it is a private aviation service”, he pointed out.

Sinésio Campos (PT) spoke of the need for inspection by the responsible bodies. “What does not work is that we give up revenue that could be invested in other areas and companies do not give their counterpart and the benefit does not reach the end, which is the consumer. We are doing our part, but the supervisory bodies have to do their part”, he highlighted.
