Aleam approves Annual Budget Law and Multi-Year Plan 2024-2027

Manaus (AM) – The plenary of the Legislative Assembly of Amazonas (Aleam), in an Ordinary Session chaired by deputy Roberto Cidade (União Brasil), this Wednesday (13), deliberated and approved the Bills that establish the Multi-Year Plan (PPA) for the four-year period from 2024 to 2027 (PPA) and the Annual Budget Law (LOA), among a total of 13 legislative matters considered.

In total, in the approval of the two projects, there were 20 votes in favor and only one vote against. On that occasion, the state government’s financial statements for the 2021 financial year, prepared by the State Audit Court (TCE-AM), were also approved.

Originated by Government Message No. 110 of 2023, presented on October 31, Bill No. 1,012 of 2023 establishes the Annual Budget Law (LOA), which estimates revenue and fixes State expenditure for the 2024 financial year.

For next year, Amazonas’ net revenue was estimated at R$30.161 billion, with expenditure in the same amount, of which R$29.742 billion are allocated to the Fiscal and Social Security budgets and the value of R$419.202 million is equivalent to the investment budget of companies in which the State, directly or indirectly, holds the majority of the voting capital.

“The State budget in 2024 will have health as a priority, but will also devote special attention to education, public safety and infrastructure. With planning, vision of the future and fiscal responsibility, the Legislative Assembly of Amazonas works to help develop the State and improve the lives of Amazonas residents”,

declared President Roberto Cidade.

Resources of R$3.482 billion are planned for the Health area, of which R$2.804 billion originate from State Treasury Sources, amounts that exceed the minimum constitutional limit required by R$728.512 million. Resources allocated to Public Security total R$2.872 billion, representing 9.66% of the state’s total revenue. The mandatory parliamentary amendments total R$493,209 million, representing 1.66% of the Total Revenue from the Executive Branch’s Fiscal and Social Security Budgets.

State deputies presented 371 individual imposition amendments and 261 collective bench amendments to the Annual Budget Law PL, totaling 632 amendments.

According to the LOA rapporteur, deputy Alessandra Campêlo (Podemos), the main work was to analyze whether each PL complied with the constitutional guidelines and individually evaluate the amendments.

“Only 45 individual amendments had a contrary opinion, many due to small technical errors, but the absolute majority was approved. It is a technical report, the government budget met the minimum percentages required by the Constitution, going beyond what was foreseen in the area of ​​Health”,

PPA 2024-2027

The PPA assumes strategic importance in establishing the guidelines, programs and actions aimed at direct and indirect public administration over the next four years and the LOA estimates the revenue and fixes the State’s expenditure for the 2024 financial year. by three instruments: the Multi-Year Plan (PPA), the Budget Guidelines Law (LDO) and the Annual Budget Law (LOA).

PPA 2024-2027, inserted in Bill (PL) No. 927 of 2023, originating from Government Message No. 96 of 2023, refers to the context of state governance and planning, representing a commitment to transparency and accountability to the society. At the time, deputy rapporteur Afonso (União Brasil) rejected the 24 amendments presented, with the project being approved without changes.

The PPA’s function is to establish the guidelines, objectives and medium-term goals of public administration, starting in the second year of the head of the Executive Branch and ending in the first year of the following term, with its annual execution defined in accordance with the guidelines provided for in the Budget Guidelines Law and resources provided for in the Annual Budget Law.

According to the justification presented in the project by Governor Wilson Lima, the PPA 2024-2027 is an important government planning instrument, which defines strategic guidelines, Government objectives, result area and goals, with the purpose of enabling the implementation and management of public policy. as well as guiding the definition of priorities and helping to promote development.

“The strategic guideline defines the government objectives and establishes the result areas and goals that will guide the actions to be developed, as well as the evaluation of their execution”,

ICMS

A further 10 legislative matters were approved, including PL nº 701 of 2023, authored by deputy João Luiz (Republicans), which provides for exemption from Tax on Circulation of Goods and Services (ICMS) on electricity and gas bills , for religious temples, Santas Casas de Misericórdia, Rehabilitation Charitable Associations, Associations of Parents and Friends of the Exceptional and Pestalozzi Associations.
