Aleam advances student rights and protections amid contemporary challenges

Manaus (AM) – The Legislative Assembly of Amazonas (Aleam) proposes a series of Bills that not only aim to expand the rights of students, but also to ensure the existing ones. In a context of ongoing challenges and transformations, Aleam positions itself as an agent of change, reinforcing its commitment to strengthening access to education and the promising future of the region. Currently, several proposals are being processed by the Technical Commissions of the Legislative House, in addition to the projects already transformed into Law.

The free intercity student pass for students from a municipality other than their educational institution may become a reality. This is what is advocated by Bill No. 665 of 2023, proposed by Deputy Dr. Mayara (Republicans), who explains that it is necessary to prove that your domicile and the educational establishment in which you are enrolled are located in different municipalities.

“Programs such as SISU and PROUNI have expanded the possibility of studying in municipalities other than the students’ residence, however, at the same time that higher education has expanded its vacancies, it has not provided conditions for these students to remain and effectively have access to education. The cost of commuting between municipalities, often daily, weighs solely on the budget of students and their families, resulting in constant absences and increasing student dropout”

explained Dr. Mayara.

Digital Literacy

Bill No. 636 of 2023, authored by Congresswoman Joana Darc (União Brasil) intends to enable full access by students with disabilities, teachers and school administrators to Digital Information and Communication Technologies.

“We want to guarantee students with disabilities continuous training that allows them to use and produce knowledge, promote the inclusion of students with disabilities in the cyber world, provide digital security measures aimed at protecting students from exposure to undue content or that may constitute threat or violation of rights”

commented the state legislator.

Survival

The President of the Legislative Assembly, Roberto Cidade (União) presented Bill No. 557 of 2023, which provides for the creation and offer of a course on the basics of survival for students in the public school system.

“It is a course aimed mainly at students residing in the interior and in the rural area of ​​Manaus, to provide basic knowledge of survival, aiming to qualify them for adverse and emergency situations, such as disorientation in the woods, natural disasters, accidents and other eventualities”

he declared.

Another Cidade project is the one that creates the Incentive Policy for the Initiation of Scientific Research for Students of the state public education network in Amazonas. PL nº 73 of 2023 aims to allow access and integration to scientific culture by students, in order to expand the development of their skills and the learning of techniques and research methods capable of stimulating scientific thinking and creativity .

“The proposal is the result of a request from students, so that access and integration to the scientific culture of students is allowed, considered fundamental for the development of the broadest skills, providing opportunities for learning techniques and research methods capable of stimulating research. development of scientific thinking and creativity resulting from the conditions created by directly confronting everyday problems”

he explained.

Now it’s law

The Legislative Assembly proposed the creation of guidelines aimed at the overall development of students with dyslexia, attention deficit hyperactivity disorder (ADHD) or autism spectrum disorders (ASD).

This is what Law No. 5,812 of 2022, authored by Deputy Dr. Mayara, advocates. “The purpose is for private and public schools to adapt and institute means that facilitate the assimilation of content by students with special educational needs”justified.

Student’s day

According to data from the National Institute of Educational Studies and Research Anísio Teixeira (Inep), the total number of students in basic education in Brazil, ranging from kindergarten to high school, exceeds 47 million, while in higher education there are approximately 9 million. It is noteworthy that only formal education students, excluding those who continue to improve their education through courses, represent more than a quarter of the Brazilian population.

The date of Student Day, August 11, dates back to 1827, when Emperor D. Pedro I established the first higher education courses in Brazil, taking place at the Faculty of Law of Olinda (PE) and the Faculty of Law at Largo São Francisco (SP), covering the areas of legal and social sciences. Also on August 11, however in 1937, the National Union of Students was founded at the Casa do Estudante do Brasil, in Rio de Janeiro, and this Friday marks the celebration of its 86 years of existence.

Student Day gained status as a milestone in favor of the right to education, a right guaranteed by the Federal Constitution. This right is intrinsically linked to other fundamental guarantees, such as health, food, work, housing, transportation, leisure, security, social security, maternity and childhood protection, in addition to assistance to the destitute.
