The tax reform (PEC 45/2019) must be discussed and voted on this Tuesday (7) in the Constitution and Justice Commission (CCJ), the only collegiate in which the proposal will be processed, in addition to the Plenary. This is the prediction of the president of the CCJ, senator Davi Alcolumbre (União-AP). The text’s rapporteur, senator Eduardo Braga (MDB-AM), presented his alternative (substitute) version of the proposal last Wednesday (25) October. In his opinion, the text may still undergo changes.
— There are 700 amendments presented. You can’t say there’s an agreement. There will still be a lot of discussion. It is a subject that has many interests. It is a vote that we hope to be successful, but it is still in the construction process — explained Braga in an interview with Agência Senado.
When reading the report at the CCJ, Davi ex officio granted a collective view for the other members of the collegiate to analyze the content before the discussion, scheduled to take place at 9 am on the 7th. He hopes that the proposal will be voted on in the Plenary on the following days November 8th and 9th to be returned to the Chamber of Deputies by the 10th of the same month.
For it to be approved, a PEC depends on the support of 3/5 of the composition of each House, in two rounds of voting in each Plenary. In the Senate, the votes of at least 49 senators are required. The text is only approved if there is complete agreement between the Chamber of Deputies and the Senate. As Braga presented a substitute, the text will undergo a new analysis by deputies.
