Brasilia DF) – With the purpose of reducing bureaucracy in service, in granting the benefit for People with Disabilities (PCD), federal deputy Captain Alberto Neto, presented Indication n.1485/23, to the Minister of Social Security, Carlos Luppi, to create a Working Group that presents viable solutions to the issue.
The Indication justifies that the Continuous Payment Benefit (BPC), also known as LOAS, is paid by the National Social Security Institute (INSS), and aims to guarantee a minimum monthly wage for people who do not have the economic means to provide for their own subsistence or of having it provided for by his family.
“The process is very bureaucratic. The Indication is for the creation of a Working Group, aiming at a means of reducing bureaucracy and simplifying service to grant benefits to low-income people and people with disabilities”,
explained Captain Alberto Neto.
Benefit Bureaucracy
The Continuous Payment Benefit is separated into two types, for elderly people over the age of 65, and people with disabilities who are unable to participate and be included in parity of conditions with the rest of society, also covering children diagnosed with Disorder. Autism Spectrum (ASD), both must meet the established criteria.
To access the benefit, taking into account that these are poor families with basic life emergencies, several steps are necessary: 1. Scheduling; 2. Documentation; 3. Attendance at the INSS agency; 4. Carrying out the service; 5. Monitoring the analysis (after submitting the documents to the INSS); 6. Analysis result.
The process checks whether the person meets the necessary requirements to request the benefit, whether they have an updated Single Registry – CadÚnico, and documentation from the Individual Taxpayer Registry (CPF), proof of residence, an updated medical report proving the disability, proof of income for all family members, proof of expenses, such as rent, water, electricity, gas, medicines, treatments, doctor’s receipts, special food, etc.
Another phase requires scheduling a social assessment and medical examination at an INSS Agency, attending the social assessment with all the necessary documents in hand, attending the medical examination with all medical documents in hand (certificates, exams, reports, medical records, etc. .) and thus, wait for the analysis of the request and the response from the INSS.
“There are many steps, which in many cases take time to complete the process. This makes it difficult for PCDs to access the benefit and does not take into account the urgency of the cases, as people do not have the economic means to provide for their own subsistence”, said the parliamentarian.
