The Legislative Assembly of the State of Amapá (Alap) unanimously approved this Thursday (27/04) in its 28th Ordinary Session the Bill of Ordinary Law n° 0005/2023 (PLO0005/23-GEA), sent by the State Government of Amapá and which deals with the linear readjustment of the salaries and subsidies of civil and military civil servants in the State of Amapá.
The Project readjusts by 5.6% the base salaries and subsidies of the 22,000 effective civil and military civil servants of the direct administration, autarchies and public foundations, exclusively of the Executive Branch of the State of Amapá, including inactive and pensioners, with retroactive effect to April 1st.
Hours before the 28th Ordinary Session of the Alap, PLO0005/23-GEA received a favorable opinion from the Constitution, Justice and Writing Committees (CCJ); of Public Administration (CAP) and of Budget and Finance (COF), who did so in a joint meeting.
“I therefore understand that the project in terms of the constitutional aspect and the normative aspects of the merit commissions are ready for approval and that there are no impediments within the scope of public administration nor in the budgetary and financial plan so that they prevent its regular processing”, says the rapporteur for the matter, Dep. Edna Auzier (PSD), in her vote in the committees.
The value is based on the calculation of the Extended National Consumer Price Index (IPCA), the main indicator of inflation in Brazil, and will generate an increase of R$ 176 million per month in the Executive’s payroll. ”After an intense financial and budgetary study by the technical team of the public administration of the Executive Branch, in particular the State Secretariat for Administration – SEAD, State Secretariat for Planning – SEPLAN and State Secretariat for Finance – SEFAZ, it was possible to arrive at the percentage now defined in the forwarded legislative proposal, emphasizing that there are several adverse economic factors still in force in our economy, whether at the national or global level, which result in the impossibility of granting a higher percentage, as well as the legal limits imposed by the Fiscal Responsibility Law”, says Governor Clécio Luís (SDD) in the justification sent to the House of Laws.
The matter now goes to the Governor’s sanction.
