After the deadlocks on the creation of joint committees to analyze the Provisional Measures, the National Congress will install and elect the members this Tuesday (11). The commissions composed of deputies and senators will analyze provisional measures edited by President Luiz Inácio Lula da Silva.

Parliamentarians will analyze MP 1,154/2023, published on January 1, which deals with the organization of ministries and bodies of the Presidency of the Republic. And they should also analyze the MPs that deal with the resumption of the Minha Casa, Minha Vida, and Bolsa Família programs.

The installation was scheduled for the last week, but due to lack of quorum and due to the Christian holiday, it was postponed to this Tuesday. There is a huge expectation that it will finally be installed, but the federal government fears that it will not succeed in composing the collegiate, which has more opposition parliamentarians than the government base.

The collegiate will be installed amidst the dispute between the president of the Senate, Rodrigo Pacheco (PSD-MG), and the president of the Chamber of Deputies, Arthur Lira (PP-AL) on the resumption of the work of the collegiate bodies that analyze the measures before the vote in plenary.

The commission’s resumption still faces resistance from Lira and the party leaders of the Chamber who presented some conditions for the functioning of the mixed commission. However, the suggestions were not accepted by the President of the Senate. If the commissions are not successful or the government’s measures take a long time to be approved, the government considers changing the MPs to transform the texts into PLs or amendments.
