8/1 CPI is created without command space for PT and PL – 04/26/2023 – Power

The president of Congress, Rodrigo Pacheco (PSD-MG), read this Wednesday (26) the request for the creation of the mixed CPI of January 8, already in the midst of behind-the-scenes negotiations for the definition of the commission’s command posts .

The CPI, which will have a period of 180 days and whose installation is scheduled for next week, must be chaired by a deputy and report by a senator.

Neither Luiz Inácio Lula da Silva’s PT nor Jair Bolsonaro’s PL will hold these posts, which will be occupied by names from center and right-wing parties that today are more aligned with the Planalto Palace.

“Brazil’s agenda has to be separated from the divisive agenda, from the controversial agenda, which is typical of Parliament and politics, but there is an agenda that unites us, which is the agenda of establishing a fiscal framework, a tax reform, of having projects that allow for Brazil’s growth,” said Pacheco after the Congress session.

One of those tipped to head the commission is Deputy Arthur Maia (União Brasil-BA), who, last year, publicly supported Bolsonaro’s reelection against “the PT’s socializing project, which has brought so much poverty”.

According to parliamentarians, Maia has the support of the mayor, Arthur Lira (PP-AL), who would be the final guarantor of the nominee’s line of action, if he actually becomes chairman of the commission.

The CPI was created on the initiative of the opposition, which collected the necessary signatures. The government tried to block the commission, fearing damage to economic priorities in the Legislative, in addition to the possibility of the works being used as a platform by Bolsonarism.

With the crisis generated by the dissemination of images from the cameras of the internal circuit of the Palácio do Planalto and which led to the resignation of the then minister of the GSI (Institutional Security Office), Gonçalves Dias, the assessment was that the installation of the CPI was inevitable and , so the government went to work to take over.

The commission will be formed by 16 deputies and 16 senators. Despite having the largest bench in the Chamber, Bolsonaro’s PL will be a minority, since the two blocs of the House, which today have a more pro-government tendency, will form a majority alongside the PT.

From the creation of the CPI, the parties and blocks will nominate their representatives. The collegiate should possibly be installed next week, with the election of the president. Generally, the name is chosen in advance by the party caciques who command most seats. Elected, the president appoints the rapporteur, also previously chosen in that political agreement.

In the Senate, Davi Alcolumbre (União Brasil-AP) articulates alongside Pacheco the name of the rapporteur. The government welcomes the nomination of Renan Calheiros (MDB-AL) for the role, but this collides with the regional feud between him and Arthur Lira in Alagoas.

One solution would be the name of the leader of the MDB, senator Eduardo Braga (AM), who has already been sounded out by Lula’s allies, but is reticent to the idea.

Among the names quoted to join the commission are deputies Lindbergh Farias (RJ) and Rogério Correia (MG) and senators Fabiano Contarato (ES) and Rogério Carvalho (SE), for the PT.

The PL already has as quoted the deputies Eduardo Bolsonaro (SP), André Fernandes (CE) and Alexandre Ramagem (RJ), in addition to the senators Magno Malta (ES) and Jorge Seif (SC).

The MDB should have two positions, for which Renan and Braga are quoted.

Lira’s party has the right, in the block with the Republicans, to nominate two senators. The most cited names in the corridors of Congress are Espiridião Amin (PP-SC) and Hamilton Mourão (Republicanos-RS), both Bolsonarists — the latter, by the way, was vice president of the former government.

Still in the Republicans, Bolsonaro’s former minister Damares Alves (DF) and Senator Cleitinho (MG) are mentioned as possible substitutes for Mourão.

União Brasil can be a key party, since it is entitled to two nominations and has, in its framework, names seen as pro-government and opposition.

In this sense, the PT sympathizes with Senator Soraya Thronicke (União Brasil-MS), who was the author of another request for the installation of a CPI to investigate the coup acts.

The PSB in the Senate, which makes up the block with PT and PSD, must give up its seat to one of the other two parties.

One of the main leaders of Lula’s digital campaign in the elections, André Janones (Avante-MG) campaigned on social networks in favor of his nomination this Wednesday. “Throw me in there, and leave the rest to me,” wrote the parliamentarian in a group of supporters, encouraging them to campaign for him on the networks.

Just this Wednesday, the leader of the government in Congress, Randolfe Rodrigues (Rede-AP), maneuvered to get another vacancy in the commission for the base of the government – and the one who lost was precisely the PL.

Randolfe changed his party’s bloc, Rede, which left the largest group in the House, that of the MDB, which had 30 senators, to join the second largest, that of the PT, which until then had 28. With the change, both passed to be 29.

Before, the emedebista block was entitled to six vacancies in the CPI. Now, the PT block also claims to have six. By the proportion of forces in the Senate, in practice, who would lose this vacancy is the opposition.

According to parliamentarians, who would inherit the vacancy received from the network would be the PSD. Thus, the party, the largest in the Senate, would have three nominations, the PT two and the PSB one.

The focus of the investigation of the CPI will be Bolsonaristas, responsible for the coup attacks on the main buildings of the three Powers. That includes the vandals themselves, the organizers of the acts, the financiers of the camps and caravans and those suspected of being intellectual authors, such as former President Bolsonaro.

Although it is a minority, the opposition will try to direct work towards security breaches on the 8th, seeking to feed the Bolsonarist thesis that the depredation was facilitated by the current government with political intentions.
