14 alternates take on a lightning mandate amid recess in the Chamber – 01/18/2023 – Panel

At least 14 alternates took office in the Chamber of Deputies in January, and 11 of them will have just under a month in office until February 1st, the date on which the parliamentarians of the new legislature take over.

The lightning mandate will take place in the middle of the parliamentary recess, a period in which the Chamber does not debate projects in the commissions, nor does it hold sessions and votes in the plenary. The new deputies will be entitled to a salary of R$39,300 and other benefits provided for parliamentarians.

The new deputies replace colleagues who graduated or resigned at the turn of the year, after being appointed to ministries in the Lula government (PT) or state secretariats.

The rise of alternates is the result of the mismatch between the tenure of those elected to executive and legislative positions. The parliamentarians of the new legislature only take office on February 1st, when they will choose the new board of directors of the Chamber and Senate.

Among the alternates who take over for a month is Marco Maia (PT-RS), who was mayor between 2011 and 2013 and did not run in last year’s election. He will occupy the vacancy of federal deputy Paulo Pimenta (PT-RS) who took over the Social Communication Secretariat of the Lula government.

Three deputies who were successful at the polls in 2022 and will have their mandate from February 2023 were also sworn in: Alfredinho (PT-SP), Andreia Zito (PSD-RJ) and Júlio Lopes (PP-RJ).

In the Senate, there is only one case of a lightning mandate in this legislature: Bispo José (PL-AC) took over from Senator Mailza Gomes (PP), who took office as deputy governor of Acre.
