Without amendments, parties want to change framework by agreement – 05/16/2023 – Panel

With an agreement not to present amendments to the fiscal framework, government base and centrão parties are articulating to guarantee changes in the proposal through suggestions to the rapporteur, Claudio Cajado (PP-BA).

The leader of the Republicans, Hugo Motta (PB), reported the bench’s desire to include in the text the obligation for the Minister of Finance to visit Congress every six months to explain how expenses and revenues are evolving. “It’s even a gesture to Congress”, he assesses.

The government of Luiz Inácio Lula da Silva (PT) and allies are working to ensure that no party presents highlights or separate votes so as not to allow the opposition to feel free to do the same and end up introducing suggestions only to disrupt and delay the procedure.

The expectation among parliamentarians is that the urgent request will be approved, but without a very comfortable majority. In this scenario, deputies plan to convey the message that there are still dissatisfactions with the payment of amendments and appointment to positions. With that, they put pressure on the government and the rapporteur to negotiate.

On merit, however, the most optimistic project almost 400 votes for approval.

Deputy for the PCdoB, Jandira Feghali (RJ) believes it is necessary to make it clear in the text that there will be no mandatory contingency every two months if the goals are not met.

He also believes that it is more appropriate to allow adjustments to the parameters that need to be made throughout the year by the President of the Republic to be made by ordinary law and not by complementary law, whose quorum is higher.

The PSOL leader, Guilherme Boulos (SP), was still going to gather the bench to assess what changes could be suggested, but recognized that presenting amendments in plenary would be a more difficult path. “There is an agreement between the base parties not to have highlights. With that, it is very difficult for us to get the necessary 130 signatures”, he says. Therefore, the alternative would be to negotiate with Cajado for him to present a substitute contemplating the suggestions.

There is still division in the PT bench. Although part understands that it is necessary to embrace the proposal to give Lula the conditions for governability, there is still a wing that is resistant to giving up the prerogative to make changes. Those who defend maintaining the agreement assess that, even though the text is not ideal, by admitting the possibility of presenting highlights, it also opens the gap to make it even worse.

At the top of the party, the understanding is that the commitment is with the proposal of Minister Fernando Haddad (PT), not with Cajado’s report.
