Manaus (AM) – Governor Wilson Lima renewed, this Wednesday (27), the Free Student Pass agreement with the City of Manaus, benefiting more than 170 thousand students from state and municipal education networks. The renovation was carried out during the inauguration of the Prefeito José Fernandes road complex, between Avenida Governador José Lindoso (Avenida das Torres) and Rua Barão do Rio Branco, Parque das Laranjeiras neighborhood, central-south zone, with state resources and execution and counterpart from the municipality.

The agreement to renew free public transport for students was signed between Governor Wilson Lima and Mayor David Almeida. The free pass and the work on the road complex are part of the package launched by the Government of Amazonas, whose initial value, in 2021, was an investment of R$580 million transferred through an agreement to the City of Manaus.

With the renewals of the Free Pass, the amount of investments made by the Government of Amazonas in Manaus reaches approximately R$820 million in 2024, since the announcement of the partnership between the state and municipality in October 2021.

The resources from the Government of Amazonas for the agreements for the construction of the road complex and the renewal of the Free Pass are passed on to the Municipality by the Special Projects Management Unit (UGPE), a body linked to the State Secretariat for Urban and Metropolitan Development (Sedurb).

Also present at the inauguration ceremony of the work were vice-governor Tadeu de Souza and secretaries of the State and Municipality; state deputies Abdala Fraxe and Daniel Almeida; councilors from Manaus, such as Caio André, who presides over the Chamber, and Franssuá; the president of the Amazon Association of Municipalities and mayor of Rio Preto da Eva, Anderson Souza; in addition to family members of Mayor José Fernandes, such as the sister of the honoree Maria de Oliveira Fernandes.

Student Free Pass

To maintain the Free Pass, the State Government will transfer, in 2024, R$120 million to the municipality, which will provide a counterpart of R$36 million. The resources are directed to the Public Transport Restructuring and Qualification Program of the Municipality of Manaus, of which the Free Pass is part. The agreement for this purpose was signed, for the first time, in December 2021, by Governor Wilson Lima and Mayor David Almeida.

The Government has already transferred R$238.2 million to Manaus. It was R$118.2 million in 2022, with a municipal counterpart of R$36 million. In 2023, there were R$120 million from the State and a counterpart of R$36 million from the Municipality. Added to the R$120 million from the new agreement for 2024, there will be R$358.2 million from the state in three years.

The Free Pass guarantees free access to students in the municipal and state education network who live more than one kilometer from the school, with a limit of 44 monthly passes, which helps to promote equal access to education and combat school dropout rates. If the distance between home and school is less than one kilometer, the right to a student half-fare is guaranteed.

Road Complex

Named after Mayor José Fernandes, the new road complex on Avenida das Torres has total investments of R$49.6 million and is part of one of the 18 agreements signed between the Government of Amazonas and the City of Manaus. Of this total for the road complex, R$48.5 million comes from state resources and R$1.1 million comes from the city hall, responsible for the work.

Around R$ 20.5 million has already been transferred by the State to the Municipality, which is delivering three of the five sections foreseen in the agreement – the José Fernandes road complex, the adequacy of the return in front of Pemaza and the adequacy of the return in front of the entrance to the Barão do Rio Negro street. The road connection between Rua Pedro de Ataíde and Avenida Governador José Lindoso is in progress and the road works at the intersection of Rua Barão do Rio Branco and Avenida Timbiras have not yet started.

The work on the road complex had a work order signed in January this year and its main objective is to alleviate traffic and definitively solve the problem in the area, eliminating traffic lights in Barão do Rio Branco, with the implementation of a crossing level over Avenida das Torres, with access loops and road adaptation of the intersection.

Urban mobility

In addition to the new road complex on Avenida das Torres and the Student Free Pass, the State Government’s urban mobility package includes agreements for the construction of another road complex, in Bola do Produtor, east zone of the capital, with investments of R$82 .8 million, of which R$80.3 million was transferred by the Government of Amazonas so that the Municipality can execute the project.

The package also includes the construction of a walkway with the widening of a section of Avenida Ephigênio Sales, central-south zone, an agreement worth R$9.1 million, of which R$8.7 million is from the state and R$355.4 thousand in the municipality.

It also includes the adaptation and adaptation of the T6 urban bus integration terminal, to receive the new Manaus bus station, worth R$ 13.7 million; and Asfalta Manaus, with an additional R$194.6 million, to restore the streets of the capital of Amazonas.

Also part of the package is the implementation of the first electric buses in the city, under the responsibility of the State Secretariat for the Environment (Sema).

Still to improve urban mobility, the Government of Amazonas delivered the first section of the Rapidão Rodoanel, the largest integrated urban mobility project in the city. Divided into three stages, the project totals 37.8 kilometers of fast and modern roads, which will connect the south, east, north and west zones of the city. The work is carried out directly by the State Secretariat for Infrastructure (Seinfra).

With 8.7 kilometers, the first section of the Rapidão Rodoanel project, between the Lydia da Eira Corrêa viaduct, in the north zone, and the meeting of the Tourism and Santos Dumont avenues, in the west zone of Manaus, was delivered by governor Wilson Lima, on October 23rd, the eve of Manaus’ birthday.
