Wilson Lima pays Prosamin+ compensation to 98 families in Manaus

Manaus (AM) – Governor Wilson Lima (União Brasil) released, this Monday (27), new compensation payments from the Social and Environmental Program of Manaus and Interior (Prosamin+) for more than 98 families in the communities of Sharp, in the East Zone and in Manaus 2000, located in the South Zone of Manaus. The communities will be resettled by the program.

In all, more than R$ 5.2 million will be allocated in the form of housing bonuses, compensation, housing assistance and goodwill for the 98 families.

“We are fulfilling a commitment we made in 2018. For 98 families, yesterday (02/26) was the last Sunday they were there, because as of today they will have a new home, a new perspective on life. By the end of June, no one will be living there anymore, because we are going to indemnify everyone from Sharp and provide a solution for the people who are there”, highlighted the governor.

Coordinated by the Amazonas State Housing Superintendence (Suhab), the indemnity payment ceremony took place at the Amazonas Vasco Vasques Convention Center, on Avenida Constantino Nery, Flores neighborhood, south-central zone of the capital, in the presence of state portfolio holders , such as the CEO of Suhab, Jivago Afonso, and the executive coordinator of UGPE, Marcellus Campêlo; Councilor Diego Afonso, representing the City Council of Manaus (CMM); and state deputies Joana D’Arc, Cabo Maciel, João Luiz, Felipe Souza, Mário César Filho and Adjuto Afonso.

Work fronts

Executed by the Special Projects Management Unit (UGPE) of the Government of Amazonas, the new Prosamin+ has all four projected work fronts in progress. The program will urbanize an area of ​​340,000 m² along the Igarapé do Quarenta, in a stretch between Manaus 2000 avenue, in the Japiim neighborhood, south zone, and the Sharp Community, in the Armando Mendes neighborhood, east zone, from where A total of 2,151 families were resettled.

Micaela Melo Duarte, mother of four children and resident of the Sharp community for 20 years, spoke about what the project represents for her and her family.

“Thank God it arrived [a indenização] at a good time, because we need it. We lived on a bridge and, every time the bridge collapsed, we lost a lot of things in the rain. The apartment is going to be life changing. We’ve been waiting a long time for a house. My children were waiting for this life change. Many governors passed by and didn’t have that look in Sharp’s eyes, and he (Wilson Lima) was a blessing to all of us. He came to change, ”he said.

According to Suhab, which together with the UGPE monitors the assistance to these families, the goal is to contemplate, with a housing solution, by the end of this first half of 2023, as determined by Governor Wilson Lima, all 1,080 families that are in the range of risk of flooding, priority of the program.

“We were in the (Sharp) community, we talked to the leaders and companies that are part of the consortium, we verified the circumstances that the rains left in that area and we are already looking for alternatives to remove these families faster and faster, according to the governor’s determination. ”, highlighted Jivago Afonso, informing that next month more families are expected to receive compensation.

In addition to promoting basic sanitation and urbanization where it operates, Prosamin+ contributes to the removal of people from risk areas, preventing this population from becoming vulnerable in the rainy season. Over the 16 years of the program, more than 16,000 families (80,000 people) were resettled.

“We received the IDB (Inter-American Development Bank, which finances part of the work) last week, and the IDB was impressed with the hiring of works, technical-social consortia and supervision. Around 86% of Prosamin+ is already contracted and we are going to accelerate. So, Governor Wilson Lima is the great promoter of this new program with the face of this new government”, commented Marcellus Campêlo.

In the last four years of the Wilson Lima administration, the Government of Amazonas invested approximately R$ 100.1 million in 530 housing solutions, which include compensation, aid, goodwill, among other benefits, in areas such as the São Raimundo, Mestre Chico and Quarenta streams, Cachoeira Grande, Renato Souza Pinto II and João Paulo complexes, in Manaus, in addition to municipalities such as Maués and Humaitá.

Prosamin+ beneficiaries go through the service process at Suhab, with the delivery of documentation proving ownership of the property, proceeding to the socioeconomic interview process to identify the best housing replacement solution, which can be compensation, housing bonus, housing allowance, transitory housing grant, housing unit or goodwill.

In this payment, the Government of Amazonas compensates 98 families with a housing bonus of R$60,000, housing allowances in the total amount of R$6,600, plus indemnities and goodwill.

In total, according to Suhab, 266 families from the Sharp and Manaus 2000 communities have already been resettled, and the funds invested in housing solutions add up to R$ 8.7 million. The first Prosamin+ payment was made in October, the second and third in December 2022.

So far, 619 families have been summoned to file their cases with Suhab, 434 from the Sharp community and 185 from Manaus 2000.

Who owns or owns and lives in the property can go to one of the 750 apartments in housing complexes that will be built by the program, and may also receive the housing bonus, if the property’s appraised value is up to R$ 60,000. In this case, the program acquires for the beneficiary a property chosen by him up to that value, in another part of the city, provided that it is outside the risk area.

Families whose housing replacement solution found is the housing bonus or the housing unit will receive a transitional housing grant in the amount of R$ 550 per month, until the apartment is delivered or they find a property to be acquired by the program.

If the person has possession of the property, but does not live in it, because it has been transferred or rented to a third party, he will only be entitled to the equity replacement of the improvement he has made in the place. Those who live in assigned property or are tenants will receive a housing allowance of BRL 6,600, which corresponds to 12 months of the transitional housing grant.

For those who own or possess a property valued at more than R$ 60,000, live or use the location commercially, the solution is an indemnity as equity replacement, which is defined based on an engineering appraisal report of the value of the property. The same solution is for institutional real estate.

Anyone who is not the owner, but uses the property commercially (in this case, rented it to explore a commercial activity), will receive compensation called goodwill. This indemnity refers only to the exploited activity and not to the value of the property. For this, you will have to prove the activity with accounting documentation, cash flow, balance sheet, etc. If it is informal, you will need to prove the activity carried out on the property, so that the goodwill can be calculated.

who has the right

The UGPE clarifies that 2,580 properties located in the surroundings of the new Prosamin+ works – 2,326 in Sharp communities, 185 in Manaus 2000 and 69 in Conjunto Industriario – are suitable for the process of expropriation and resettlement, during the execution of the works. These have been registered since 2020, when they started work in the area, between March and September.
