Wilson Lima meets with Lira and Pacheco to discuss common guidelines for the states

Governor of Amazonas is part of the commission of the National Forum of Governors that seeks understanding between the parliament and entities of the federative units

Brasilia DF) – Governor Wilson Lima was, this Tuesday (14), in Brasília, in a meeting with the president of the Chamber of Deputies, Arthur Lira (PP), and the president of the Federal Senate, Rodrigo Pacheco (PSD), to discuss guidelines common to the states. Lima was a member of the commission of the National Forum of Governors, also composed of the acting governor of the Federal District, Celina Leão; the governor of Goiás, Ronaldo Caiado; the governor of Piauí, Rafael Fonteles; the governor of Rio Grande do Norte, Fátima Bezerra; the deputy governor of Tocantins, Laurez Moreira.

On the agenda of meetings, common agendas between states such as the issue of fiscal recomposition.

“The objective is for us to compensate for the losses that the states had due to complementary laws 192 and 194. Within the Forum of Governors there is a working group that deals with this issue of the fiscal balance of the states. There are decisions that are in the Federal Supreme Court and we have also been talking to the ministers”,

said Wilson Lima.

LC 192/2022 defined that the ICMS should be the same throughout the country and, also, the taxation of this tax by unit of measure, instead of a percentage on the average price of fuels; LC 194/2022 limited the collection of ICMS on fuel, electricity, communications and public transport to 17% or 18%, among others.

According to Wilson Lima, there is a very advanced understanding with the federal government. At the same time, there is an urgent need for dialogue with Congress. The representatives of the forum exposed their concerns for finding a balance between the states, bearing in mind that some entities lose more and others less.

Also at the meeting were the first vice-president of the National Committee of Finance Secretaries of the states and the DF (Consefaz), Cris Schmidt; and the attorney general of the DF, Ludmila Lavocat Galvão.

Wilson Lima took advantage of the meeting to also address the Manaus Free Trade Zone and its importance for the country in the context of tax reform.

“In fact, this understanding that we are having now is important because it will serve as the basis for the Tax Reform. It is important that the Tax Reform has this starting point. So, these issues that are being questioned now, they need to be resolved, they need to be resolved. We cannot let them remain pending, under penalty of compromising the discussions around the Tax Reform a lot”,

highlighted.

Last week, the governors were at the STF, too, to address the need for ICMS compensation, as well as the direct actions of unconstitutionality (ADIs) that are being processed and that are related to Complementary Law 194/2022. The governors’ request is for mechanisms to be created to repair all losses.
