The Federation of Industries of the State of Amapá (Fieap), which since 2013 has been hit by an avalanche of Federal Police operations, with removals and arrests of its leaders, is once again the target of yet another complaint, now made by businessman Emanuel Pereira , president of the Marble and Granite Industries Union (Sindmag).
Gathering abundant documentation, Emanuel Pereira denounced to the Federal Public Prosecutor’s Office (MPF) the holding of an irregular election in the federation, with the non-compliance with the decision of the federal judge Mário de Paula Franco Júnior, of the 4th Criminal Court of the Federal Justice of Amapá, taking place assemblies with the presence of entities prevented from practicing union acts.
According to the president of Sindmag, the assemblies, according to the minutes attached to the complaint, took place in the months of December 2021 and January 2022, therefore within the validity of the judicial decision that prevented the accused from practicing union acts. He asks the Federal Public Prosecutor’s Office “Hold the perpetrators of this offense who stealthily try to take over an important entity of Amapá through fraud”.
According to the complaint presented to the MPF, Fieap began to deal with the anticipation of the election for the board and supervisory board in December 2021, when several unions that participated in it were still having their activities prevented. On January 13, 2022, a new general meeting took place, when the date of January 17 was set for the election with the participation of six entities, held at the headquarters of Sindmóveis due to the renovation that would be taking place at the Casa da Indústria (headquarters of the federation).
With only one ticket registered, Franck José Saraiva de Almeida (president) and five vice-presidents were elected: Izaías Mathias Antunes, Antônio Avelino, Ivan Tundelo, José Góes de Almeida (father of president Franck) and Carlos Alberto Rodrigues do Carmo, former -president of the entity. Two secretaries, treasurer, deputy directors and substitutes, members of the Audit Committee and delegates from the National Confederation of Industry also took office.
Ten years of intervention
The Federation of Industries of the State of Amapá (Fieap) is an entity that should bring together several industrial companies. Today the Federation does not appear as one of the affiliates of the National Confederation of Industry (CNI), being cited in its place the National Service of Industrial Learning of Amapá (SENAI-AP).
The entity was chaired by Hidelgard Gurgel (currently a state deputy) until 2013, when then-federal deputy Jozi Araújo was elected for the four-year period 2013-2017. According to the National Industry Council, the political group linked to the president would have created ghost unions just to have the majority of votes and thus win the presidency of the federation. Jozi even had prison decreed by the Federal Court.
Also in July 2013, the National Council of Industry carried out a survey of FIAP’s accounts. A report by the Comptroller General of the Union pointed to the existence of ghost employees at SESI and SENAI in Amapá. Because of this, the two entities underwent national intervention on August 5, 2013, a situation that continues to this day.
This week, the Financier of Studies and Projects (Finep), which is headquartered in Rio de Janeiro, issued a notification notice to the legal representative of the Euvaldo Lodi Institute (IEL) – Regional Nucleus of Amapá, communicating that the name of the institute was included in the Register of Unpaid Credits of the Federal Government – CADIN due to the failure to prove compliance with the determination contained in a judgment (989/2022) of the Federal Court of Auditors (TCU), whose decision became final on September 19 of last year .
