With the aim of guiding public bodies and professionals interested in a vacancy in the public sector, the Ministry of Management and Innovation in Public Services launched the Reference Guide for Public Tenders, a document focused on guiding institutions and candidates on the Unified National Tender, the “Enem” of public examinations.

The federal forecast is that, in 2024, tests will be carried out for 7,826 vacancies in the Executive, with salaries reaching R$20,900.

The guide has 180 pages with guidance for public bodies and entities to plan and execute their selection processes, and information for those who want to take the tests.

According to the document, federal bodies joining the national competition will be voluntary and must be completed by September 29th. The test is expected to be held on February 25, 2024.

Among the information are data such as what is expected of a public servant, what types of tests exist and how they work, and even consideration of the social condition of the candidate, so that the tests are not restricted to candidates with a higher purchasing power.

The goal of the exam is to fill around 8,000 vacancies available at the federal level, carrying out tests in 180 cities, 39 in the North, 50 in the Northeast, 18 in the Central-West, 49 in the Southeast and 23 in the South.

The competition notice is expected to be published by December 20th, bringing together all the selections available in government bodies.

The department’s People Management Secretary, José Celso Cardoso Jr., who presented the guide for institutions, says that this is a unique initiative.

“This project is innovative and bold. With this, we have created a fair criterion for access to public vacancies that has never occurred before in the history of Brazil”, he states.

José Celso participated in a live broadcast on Friday (1st), in which he explained more about the government’s project. According to the secretary, the Unified National Competition was designed after searching for some bodies that had authorized competitions and reported having difficulty organizing the selections on their own.

The test will be administered twice on the same day, the first stage being objective tests on general knowledge and the second stage being specific questions and essays by thematic blocks.

The results of the first phase should be released by the end of April 2024.

After the first phase, scores related to academic titles, professional experience, presentation of memorials and practical tests, among others, may be added, at the discretion of the bodies or by legal determination of specific careers.

The guide also advises on points that the candidate should pay attention to during the process, such as allowing only one registration per CPF (Individual Taxpayer Registration) and searching specifically for the sector that interests you to register, with a single value.

Lawyer specializing in constitutional law Aragonê Fernandes says that the measure democratizes access to public services, but draws attention to points that can be questioned.

“We still don’t even have a panel chosen, which makes it difficult to organize until the month of February. The measure could also be the subject of legal questions, as it encompasses selection for different bodies on the same common axis”, he states.

Aragonê cites examples of other unified competitions that go through a process of uncertainty, such as that of the TSE (Superior Electoral Court), with tests being applied in all the country’s capitals.

“The operational difficulties meant that there were no interested exam boards”, he says.

The distribution of vacancies by body and how the candidate can choose which one to take the exam for is also a concern for the lawyer. “Naturally, the largest contingent will be allocated to work in Brasília. However, many agencies have units distributed across the country,” he says.

The system of quotas and vacancies allocated to people with disabilities should not change.

The guide gives the example of a body that is offering 45 vacancies: “The reserved vacancy will be the third. If there are more vacancies, those corresponding to the fifth vacancy in each group of five vacancies after the third vacancy will be reserved”, states the document in case of black people.

As for vacancies destined for people with disabilities, when the percentage is 5%, the call will take place in vacancies numbered 5, 21, 41, 61, 81, followed by the twentieth vacancy in each group of 20.

The organization of the exam will be the responsibility of several bodies: Ministry of Management and Innovation in Public Services, Inepe, Ipea, Enap and AGU (Attorney General of the Union).

The test will have an application model inspired by the Enem (National High School Exam), and will be taken to remote locations in the country. The competition will be valid for two years, extendable for another two years.

How the Unified National Competition came about

The proposal to hold a Unified National Competition came from the Minister of Management and Innovation in Public Services Esther Dweck, who revealed in an interview with Sheet the idea of ​​bringing together all public competitions.

“It is a process of democratizing access to becoming a public servant, but also in the sense that there is a resumption of the hiring process for the sector, reinforcing the strengthening of the Brazilian State”, stated the minister in an interview with Mônica Bergamo’s column.

Dweck also states that the idea of ​​the unified test was born from the realization that several federal bodies have not had competitions for a long time, and that many of the tests are held in large cities. The experience gained from taking the Enem then emerged as an inspiration to remodel the selection processes.

GOVERNMENT PROVIDES R$526 MILLION FOR COMPETITIONS IN 2024

The government allocated R$526 million in the 2024 budget to hold public competitions and new appointments. The budget piece was presented on August 31st to the National Congress.

The values ​​are in Annex 5 of the LOA (Annual Budget Law), which does not specify the bodies and entities of the federal executive that will be covered.

The Ministry of Management and Innovation in Public Services says that this projection is just an authorization, and not an obligation.

“That is, it does not require its execution, which may fail to occur due to various reasons, such as, for example, budgetary contingency measures that are imposed in view of the country’s macroeconomic scenario or due to new guidelines from the government team” , states the folder.
