Manaus (AM) – State deputy Thiago Abrahim (União Brasil) presented bill nº 85/2023, which amends the enacted law 203/2014, and automatically grants discounts to good drivers on the Property Tax on Motor Vehicles (IPVA). In the tribune of the Legislative Assembly of Amazonas (Aleam), this Monday (13), the parliamentarian said that it is necessary to reduce bureaucracy in services.

“This law grants discounts on IPVA for good drivers. But for you to get these discounts, you need to make a prior request. Initially, present a series of certificates: Certificate from the Federal Highway Police Department, Detran, Manaustrans, among others. A gigantic bureaucracy was created so that the taxpayer would not be able to obtain such a discount, in the use of this concession provided for in the use of the law approved by this House”,

explained the MP.

The matter proposed by Abrahim, amends article 1 of law 203/2014, and automatically grants discounts of 10%, 15% and 20% to good drivers “who have not committed an infraction within the scope of the State of Amazonas”, without the need for a prior request to the State Treasury Department (Sefaz).

“We are making a change so that this discount is done automatically. It is important to note that the discount can reach up to 20%. It is staggered and regulated by Decree nº 35.580/2015. For example, if you were a good driver in the years 2020, 2021 and 2022, you will get a 20% discount. If you were a good driver in 2021 and 2022 you will get a 15% discount and if you were a good driver in 2022 you will get a 10% discount”,

he said.

The deputy from União Brasil pointed out that the bill in question is not a tax waiver. “We are not giving up revenue, because it is already provided for by law. What is sought is just a reduction in the bureaucracy of the process so that the taxpayer’s life is easier and so that we can bring a more modern management to our State”.

Thiago also said that the discount for good drivers does not cancel the discount granted to those who pay the IPVA within the expiry date.

“I know that many people were unaware of this law. We have to use technology to our advantage. We have our Sefaz nationally recognized for the systems it has. Our intention is that the citizen does not have to incur, seek paperwork for a discount that is already in law”, concluded the deputy.
