The Minister of Planning and Budget, Simone Tebet, said that the poor will once again be a priority in the Federal Budget. This statement was made this Thursday (11), in Salvador, during the launch of the Participatory Pluriannual Plan (PPA Participativo) 2024-2026, an initiative of the federal government that intends to listen to the main demands of the population for the formulation of budget guidelines for the next years.

“The president [Luiz Inácio Lula da Silva] gave an order, I want the poor in the Brazilian Budget, I want early childhood in the Brazilian Budget, I want youth and the elderly, rural and urban areas, I want those in need in the Brazilian Budget”, said the minister.

The PPA is one of the three budgetary laws in Brazil, along with the Budgetary Guidelines Law and the LOA Annual Budgetary Law. It is prepared every four years, always in the first year and effective from the second year of office. This year’s PPA must be delivered by the federal government to the National Congress by August 31 of this year.

The participatory PPA will take place through state plenary meetings held in each of the 27 federation units. The program will make it possible for social movements, popular organizations, union representations and the citizens themselves to help define the priorities to be followed in the preparation of federal budgets for the next four years.

According to the minister, the president said that it is necessary to put the “boot on the foot” to listen to the priorities of the population and segments of organized civil society. “You are going to walk around Brazil and who is going to build this budget and say who is a priority for Brazil and who is going to build this budget, who is going to plant seeds now so that we can reap the actions in the future is the Brazilian people”, he reiterated.

Tebet also called on public policy councils, such as those for Children and Adolescents, Youth, the Elderly, Education, Social Assistance, Family Farming, Cities, Popular Housing, among others, to join the process.

“It is up to each one of you to build the Brazil of our dreams, that it ceases to be a dream and becomes reality. This is our mission and determination. You are going to vote on the main proposals, actions, programs in all areas, public safety, housing, health, housing, which will be incorporated into the PPA that we will deliver to the National Congress in August and will be voted on by December 31st,” said the minister.

The Participatory PPA had already been announced last month, during a meeting of the Interconselhos Forum, which brings together members of the different social participation councils within the scope of the Executive Branch.

In addition to Tebet, the Minister of the General Secretariat of the Presidency of the Republic, Márcio Macêdo, will also coordinate, organize and participate in face-to-face meetings. According to the calendar, the first series of state plenaries will be between May 11 and 13, in Salvador. In addition to Bahia, debates will be held in Alagoas (5/12, in the morning), Pernambuco (5/12, in the evening) and Paraíba (5/13, in the morning). Until July 10, there will be plenaries in all Brazilian capitals.

“Today is a day of many symbols and many meanings, President Lula’s government is putting its foot on the road, its foot on the board with the speed that Brazil needs to listen to the Brazilian people and put the fingerprints of our people on the planning participatory,” said Macêdo. “We are going to travel around Brazil listening to the Brazilian people, listening to organized social movements, debating, discussing, disagreeing because this is the full exercise of democracy,” he said.

This Thursday, the government also launched the Brasil Participativo platform, which will allow all Brazilian men and women to participate in decisions on how federal resources should be invested over the next four years. In this case, they will have the option of electing three priority programs from a set of 20 major federal government programs, in addition to presenting three proposals and voting on three others. Digital participation will also take place between May 11 and July 10.

“We experienced six years of banning the participation of Brazilian society in the political life of Brazil. Today President Lula starts the face-to-face plenary sessions and launches the digital platform of participatory Brazil. By consolidating this platform, it will be the greatest instrument of digital social participation in the history of our country”, said the minister.
