Expenses authorized by the Quota for the Exercise of Parliamentary Activity (Ceap), known as ‘fluff’
Manaus (AM) – At the request of councilor Thaysa Lippy (PP), Em Tempo publishes the right of reply regarding the article “Councilwoman Thaysa Lippy spends more than R$ 219 thousand in just six months of her first term”.

“In recent days, bad faith news has been published about the expenses of my mandate with the Quota for the Exercise of Parliamentary Activity (Ceap) during the current year 2023. The articles address, exclusively and in a biased manner, the costs of my office with Ceap, not to mention the expenses of other councilors at the Manaus City Council. For clarification purposes, I emphasize that all my expenses with Ceap are regulated in accordance with Laws 437/2016 and 505/2021, and are available for public consultation via the Transparency Portal. Among the 41 CMM parliamentarians, I am among those who made the least use of the available resource, occupying 29th position in the ranking of the sum of expenditure in 2023. Therefore, I regret that such news is the subject of political attack against me. I leave this as a warning to the population of Manaus to make discernment and carefully evaluate the information that circulates on social media, especially in a period marked by the proximity of the 2024 elections. Fluff
Despite the permission for reimbursements related to twelve categories of expenses, the majority of councilors concentrate their expenses on just five: vehicle rental, fuel, publicity of parliamentary activities, technical advice and consultancy, and payment of cell phone bills. All parliamentarians are entitled to R$33,000 per month, with the possibility of accumulating the unused amount.
Totaling an annual expenditure result of R$397 thousand per councilor. If all parliamentarians fully use their quota, the total annual cost reaches R$16.3 million.
