TCM suspends public notice for granting Houses of Culture in SP – 05/10/2023 – Panel

The Municipal Court of Auditors determined the suspension of the public notice for the concession of the Casas de Cultura issued by the City of São Paulo. The decision was made by counselor João Antonio.

As revealed by the Panel, the Ricardo Nunes (MDB) administration wants to establish partnerships with Civil Society Organizations (OSCs) to share the administration of the 19 Houses of Culture in the city of São Paulo.

These Houses are public spaces managed by the city hall where artistic events, workshops, courses, and other free activities are held.

In his suspension referendum, the councilor pointed out several problems in the public notice identified by the Undersecretariat for Inspection and Control of the TCM.

Among them are the conflict of attributions between the existing Municipal Council of Houses of Culture and those defined to potential concessionaires or partners, such as the definition of activities to be carried out and schedules for these spaces.

The topic was raised on behalf of councilor Elaine Mineiro (PSOL-SP), from the Quilombo Periférico collective mandate.

In addition, João Antonio also points out problems with the possibility of reallocating resources from Casas de Cultura and the lack of an inventory of goods already available in each of them so that the public notice can continue.

The counselor gave five days for the Municipal Secretary of Culture to manifest itself.
