TCE-AM gives the mayor of Manacapuru 48 hours to explain expenses for Zé Vaqueiro’s show

Manacapuru (AM) – At risk of suspension of the show, the rapporteur of Manacapuru’s accounts, councilor Mario de Mello, conceded and gave 48 hours for the mayor of Manacapuru, Beto D’Ângelo, to comment on the singer’s show contract “ Zé Vaqueiro”, attraction at the Manacapuru Agricultural Fair. The artist’s hiring is valued at R$490,000 and takes place amid a public emergency caused by low rivers. The decision was published in the Official Electronic Gazette this Thursday (5).
Zé Vaqueiro’s show is scheduled to take place on October 14th, at the “I Agricultural Fair of Manacapuru” (Expomanacá 2023).
In the decision, by not granting the request for a precautionary measure, which requested the suspension of the contract, counselor Mario de Mello highlighted that it is not up to the TCE-AM to suspend the contract immediately, as had been requested in a representation filed by the Public Prosecutor’s Office of Accounts, signed by attorney Roberto Krichanã, but exclusively by the Manacapuru City Council. However, the rapporteur of the accounts considered the state of emergency declared in the State of Amazonas due to the drought.
Another point that draws attention in the contract is the adoption of the exemption from unenforceability, which, despite being considered legal, must be investigated given the state’s emergency scenario, according to the order.
According to the report, this scenario is enough for the case to be investigated in depth.
“Considering the public interest involved, as well as the need to obtain further clarification on the topic due to the proximity of the event, I believe it is prudent and recommended to grant the Mayor a period of two working days, so that the manager can present clarifications and documents of the process who signed the Contract Term”,
highlighted advisor Mario de Mello in the decision.
With the decision, the mayor of Manacapuru, Beto D’Ângelo, has 48 working hours to present the full copy of the process regarding the unenforceability of the bid chosen at the end of the artist’s contract and present explanations to the rapporteur. If the manager does not forward the files or presents irregularities in the documentation, there is a risk that the show will be suspended.
