Brasilia DF) – In order to analyze the text of PEC 45/19 (Tax Reform), recently approved in the Chamber of Deputies, the Committee on Strategic Tax Affairs (Cate) of the Government of Amazonas will hold a meeting this Tuesday (18), at 9am , with institutions, politicians and businessmen. The meeting will be in the auditorium of the Amazonas State Treasury Department (Sefaz). The PEC will still be voted on in the Federal Senate.
Created in 2019 by Governor Wilson Lima, Cate is chaired by the Secretary of State for Finance, Alex del Giglio, and aims to monitor, analyze, propose and articulate solutions for the preservation of the comparative advantages of the Manaus Industrial Pole (PIM) model. ) within the Reformation.
On the meeting’s agenda are the main aspects of the PEC approved in the Chamber of Deputies, the competitiveness of the Free Zone and the State’s revenues within the proposal, based on the imminent changes, as well as the strategies adopted by the State Government for the continuity of the legislative process of the PEC and subsequent legislation.
With the technical support of the Committee, Amazonas was able to articulate in the PEC the preservation of the Manaus Free Trade Zone model, the state’s economic support base, and the guarantee of State revenues in the proposal now sent to the Senate. It remains, however, to define the mechanisms that will operationalize this guarantee, which will be defined in complementary laws.
The proposal provides for the extinction of social contributions PIS/Cofins and taxes IPI (Tax on Industrialized Products) and ICMS (Tax on the Circulation of Goods and on the Provision of Interstate and Intermunicipal Transport and Communication Services), with the creation of two VAT-type taxes, one federal and the other State/Municipal, in addition to the IS (Selective Tax), which will be levied on beverages, cigarettes, for example.
