Tarcísio makes a plan to employ homeless people in the countryside – 04/12/2023 – Panel

The Tarcísio de Freitas government (Republicans) plans to launch a new program for homeless people in the city of São Paulo shortly, in which one of the main focuses would be to move people to rural areas to work on small farms.

Baptized Saindo das Ruas, the plan has been structured by the State Secretariat for Social Development.

The basic idea would be to sign agreements with farmers, whereby the state government would commit to acquiring all production to supply food in public facilities such as schools, hospitals, prisons and units of the Bom Prato network.

In exchange, farmers would undertake to employ one or more homeless people to work on their properties.

“Today we have 187,000 farming families in the state that need labor, and about 50,000 homeless people in the city of São Paulo. It is possible to combine the two needs”, says the executive secretary of the folder, Filipe Sabará.

He says he has spoken in recent months with producers and agricultural entities, and that the level of acceptance of the proposal was high. “I asked if they would accept that the state would buy 100% of the production in exchange for employing a homeless person. Everyone said yes, even more than one”, he says.

On the side of homeless people, says Sabará, there will be work on a “qualified approach” to convince them to move to rural areas, which would involve emotional and socioeconomic assistance.

It would be, according to Sabará, an extended version of the Trabalho Novo program, created by the city of São Paulo, which seeks to insert vulnerable people into the job market.

One of the premises is not to separate families that today live on the streets. The state government would look for possibilities in rural areas so that they could be used jointly in some properties.

“Many people who now live on the streets of São Paulo came from the countryside and would love to have an opportunity to live in the countryside, if it were offered in a qualified manner, with a decent salary and housing and a family environment”, says Sabará.

Since 2011 there has been a state law that obliges the state to buy 30% of its food from family farming producers. “But today it is not complied with. The program will make it so”, says the executive secretary.

He claims that the program has already been approved by the governor and should be launched in the short term. “The Tarcísio government wants to strengthen the agriculturist. The previous toucan governments scrapped the small producers in favor of the big ones”, says Sabará.
