Tarcísio leaves only R$40 for municipalities to share – 11/29/2023 – Panel

Governor Tarcísio de Freitas (Republicans) predicted only R$40 in 2024 for a fund aimed at cities with low revenue in Greater São Paulo.

The budget of Fumefi (Metropolitan Financing and Investment Fund for the Metropolitan Region of São Paulo) this year is R$59 million. Since at least 2014, this value, already outdated, had been maintained in most years.

The mayor of Francisco Morato, Renata Torres de Sene (Republicans), one of the affected cities, sent a letter to the government asking for a review of the value. She states that the poorest municipalities, which receive smaller ICMS transfers, are the biggest beneficiaries of the fund.

The matter also caught the attention of the opposition in Alesp. The PT leadership in the House carried out a study that shows that transfers should also go to other metropolitan regions, benefiting from different funds.

“In addition to Fumefi resources, the state has other budgetary actions aimed at financing metropolitan regions. In 2023, counting on Fumefi resources, they were budgeted at R$ 74.8 million. In 2024, they are budgeted at R$ 35.3 million, a reduction of 53%”, states an excerpt from the study.

PT leader in the House, Paulo Fiorilo, states that the party will try to review the cut at Alesp.

“The metropolitan region has serious problems with infrastructure, transport, etc., which can only be addressed jointly and, to this end, it is necessary to guarantee a budget for the fund, with financing for the cities that access it, especially the poorest”, states.

When questioned, the Government Secretariat of the Tarcísio administration stated that it works with “the expectation of, from extraordinary collections, obtaining budgetary supplementation for the fund”.

“The Government of São Paulo executed R$29.5 million from Fumefi in 2023. The Secretariat of Government and Institutional Relations requests the defunding of another R$29.5 million from this budget, totaling R$59 million”, says a note from the ministry .
