Tadeu de Sousa sanctions law that co-officializes and protects indigenous languages in AM

Manaus (AM) – The acting governor of Amazonas, Tadeu de Souza, sanctioned, this Wednesday (19), the State Law that includes 16 indigenous languages as official in the State, in addition to Portuguese, such as Nheengatu (General Indigenous Language), Tukano and the Baniwa. The act was held in São Gabriel da Cachoeira (852 kilometers from Manaus), considered the most indigenous city in Brazil.
The sanction of the Law of Co-officialization and Institution of the State Policy for the Protection of Indigenous Languages, created by Governor Wilson Lima, occurred after the release of the first Federal Constitution translated into Nheengatu. The publication was launched by the President of the Federal Supreme Court (STF) and the National Council of Justice (CNJ), Minister Rosa Weber.
At the event, held in the maloca of the Federation of Indigenous Organizations of Rio Negro (Foirn), the acting governor highlighted that the sanctioned laws recognize the indigenous languages spoken in the Amazon as immaterial heritage and cultural. Furthermore, according to Tadeu de Souza, the measure embodies the constitutional right of indigenous peoples to use their mother tongues.
“Amazon, as of today, has 17 official languages. Portuguese is just one of them. Just imagine how culturally, socially and personally richer we will be down the road when many of us here, or our children or grandchildren, are able to communicate in several of these languages. There will be a transmission of knowledge that we cannot even imagine here and now. May that time not be long in coming.”

After signing, Tadeu de Souza handed over the complete text of the new law to the president of Foirn, Marivelton Baré; the president of the National Foundation for Indigenous Peoples (Funai), Joênia Wapichana; the mayor of São Gabriel da Cachoeira, Clóvis Moreira Saldanha; the Minister of Indigenous Peoples, Sônia Guajajara; the president of the Court of Justice of Amazonas (TJ-AM), Nélia Caminha; and the Justices of the STF, Rosa Weber and Carmen Lúcia. The TJAM inspector, Jomar Fernandes, was also present at the ceremony.
Also participating in the event were the judge of the CNJ, Luís Lanfredi; Judge Andréa Medeiros; in addition to professors José Ribamar Bessa Freire, from the Federal University of Rio de Janeiro (UFRJ), Marco Lucchesi, president of the National Library Foundation.

Approved by the Legislative Assembly of Amazonas (Aleam) on July 12 of this year, the State Law comes from a government message signed by Governor Wilson Lima. As of the new legislation, the official languages of Amazonas are now: Apurinã, Baniwa, Dessana, Kanamari, Marubo, Matis, Matses, Mawe, Mura, Nheengatu, Tariana, Tikuna, Tukano, Waiwai, Waimiri and Yanomami.
In parallel, the legislation of Amazonas now has the Policy for the Protection of Indigenous Languages, which include, among other guidelines, the recognition and guarantee of the fundamental right of indigenous people and communities to the full public use of their own language, whether inside or outside of indigenous lands.
“Making the indigenous languages of Amazonas cultural and intangible heritage and making them co-official as state languages is a victory and a historic milestone for this state. Here we have 50% of the Brazilian indigenous population. We are, admittedly, in the region that is most closely related to our ancestors. It is imperative, therefore, that we protect these languages, their matrices and traditions”, stressed Tadeu de Souza.
Constitution in Nheengatu
Before the act of sanction, acting governor Tadeu de Souza honored the launch of the first official translation of the Brazilian Constitution in the Nheengatu language, considered modern Tupi. The adaptation was carried out by bilingual indigenous people from the Upper Rio Negro and Middle Tapajós regions.
The project was developed through a partnership between the STF, the TJ-AM and the Superior School of Magistratura do Amazonas (Esmam), with institutional support from the National Library Foundation and the Nheengatu Language Academy.
In her speech, President Rosa Weber highlighted that the launch is a milestone in the constitutional history of Brazil. “Translating the Constitution into the indigenous language is a symbol of our commitment to guarantee that all indigenous peoples have access to justice and knowledge of the laws that govern our country,” said the minister.
The initiative aims to promote the rights of indigenous peoples within the framework of the International Decade for Indigenous Languages (2022-2032) of the United Nations, and the fulfillment of the Sustainable Development Goal (SDG) number 16 of the 2030 Agenda. peaceful and inclusive societies, as well as providing access to justice for all.
Still in São Gabriel da Cachoeira, Tadeu de Souza received, along with the other authorities present, the first consultation protocol for Foirn. On the same day, there was the presentation of the “Letter from São Gabriel da Cachoeira”, a document that will be taken for analysis by the National Forum of the Judiciary for Monitoring and Effectiveness of Claims related to Indigenous Peoples (Fonepi).
