State finance secretaries will present a position on 5 points of the tax reform – 06/01/2023 – What tax is this

The state finance secretaries started a debate on five points of the tax reform and should present a position regarding these issues next week.

They are: definition of the number of rates, federative transition, collection model, regional development fund and Manaus Free Zone.

“These are the issues most dear to all states”, says the Secretary of Finance for Amazonas, Alex del Giglio. “We are going to establish the positions that are consensus among the secretaries and those that are divergent.”

This week, five technical working groups were created within the scope of Comsefaz, a committee that brings together the secretaries, each with at least one state from each region.

The results of the discussions will be presented at the committee’s face-to-face meeting scheduled for next week in Brasília – before the publication of the report by Deputy Aguinaldo Ribeiro (PP-PB) on the reform, scheduled for Tuesday (6).

Comsefaz will prepare a document based on the discussions of the technical groups, which must be signed by the finance secretaries and forwarded to the Governors’ Forum to support negotiations with the government and the National Congress.

In a meeting last Tuesday (30), the finance secretaries defended the creation of the dual VAT, which separates the new tax on federal consumption from the state/municipal one. They also defended a project that would bring greater comfort in migration to the principle of destination and security for states that have peculiar situations, as in the case of the Manaus Free Trade Zone.
