Specialization offer within Mais Médicos re-launched – 05/18/2023 – Health

The Ministry of Health relaunched a project, within Mais Médicos, to encourage and offer postgraduate and master’s courses to improve the program’s professionals in primary care.

The More Doctors Project ordinance was published this Thursday (18) in the Official Gazette of the Union, by Health and the Ministry of Education. The cost of these courses for professionals will be up to the folders.

“The PMMB [Projeto Mais Médicos para o Brasil] has the purpose of improving doctors in Primary Health Care in priority regions for the Unified Health System – SUS, through courses of improvement or post-graduation lato or stricto sensu, offered by teaching and research institutions, with a guided assistance component in teaching-service integration”, says the ordinance.

The idea came up in 2013, still under the government of former President Dilma Rousseff (PT). Now, the ordinance relaunches the project with new rules to execute and participate.

Before, the program offered only postgraduate courses, the program is being relaunched with the possibility of the professional also doing a master’s degree.

The text establishes the partnership between the ministry, higher education institutions and municipalities. Physicians enroll and are still expected to receive a training grant, as well as their tutors and supervisors, as determined by the ordinance.

To attract Brazilian professionals, the Ministry of Health and Education signed a partnership to encourage physicians trained by Fies, who will have help paying off the program.

There is also the possibility of offering a cost allowance in case the professional does not reside in the location of the program for which he was selected.

The rules provide for three categories of municipalities for payment of allowance: those with very high social vulnerability, such as those on the border or in the legal Amazon (tier 1); those with high social vulnerability (band 2); and those with medium social vulnerability, low social vulnerability and very low social vulnerability (range 3).

These criteria are established by Ipea (Institute of Applied Economic Research) in the Social Vulnerability Index. Therefore, the ordinance establishes that in the case of track one, the physician will receive a cost allowance in the amount of three training grants. On track two, there will be two, and on track three, just one additional.

The public notice of the Mais Médicos Program contemplates the largest number of vacancies for São Paulo, Pará and Rio Grande do Sul. 5,252 vacancies are offered that already existed and were not occupied and a thousand new vacancies directed to the Legal Amazon.

In an interview with Sheetthe national secretary of Primary Health Care, Nésio Fernandes, had already anticipated that the new design of the Mais Médicos program would seek to encourage specialization.

The government estimates that it is necessary to train 100,000 specialists in family health over the next ten years to change the profile of those who work in primary care in the public network.

The diagnosis is that the doctors in the area are, for the most part, recent graduates. With these initiatives, the government expects more robust training and an increase in the technical knowledge of professionals.

He anticipated, at the time, that the idea was to offer a graduate degree in family and community medicine and a professional master’s degree, as provided for in the ordinance published on Wednesday.

The federal government announced the new version of Mais Médicos in March with the opening of 15,000 new vacancies. By the end of 2023, 28 thousand professionals will be established throughout the country, mainly in areas of extreme poverty.

Of the total, 5,000 doctors will all be financed by the Union and directed to municipalities that appear in the notice. The other 10 thousand vacancies will be offered to municipalities that are interested in attracting more professionals — in these cases, the Union will offer the specialties and the additional, and the municipality will be responsible for the scholarship.
