Soldiers projected coup at Army school – 06/17/2023 – Vinicius Torres Freire

Eduardo Bolsonaro (PL-SP) once said that a corporal and a soldier would be enough to close the Supreme Court. He said such a thing boastfully and cornyly, but presciently-he knew in advance what he was talking about.

In the tone of someone asking to take “some beer to the barbecue”, Colonel Jean Lawand asked his “brother” Lieutenant Colonel Mauro Cid, Jair Bolsonaro’s assistant, to convince the president of darkness to carry out the coup, in December last year, in exchange for messages revealed by Veja magazine. The coup conspiracy, however, was bigger and older.

In addition to being illiterate and vulgar, Lawand’s appeal seems goofy. Even Cid replies that Bolsonaro would not carry out the coup due to a lack of trust in the Army High Command.

For those who remember the barracks against Juscelino Kubitschek (1955-1960), the story seems less ridiculous. These attempts were the rest of the resentment for the failure of the coup against Getúlio Vargas, in 1954, and indications of what was to come in 1961 and 1964.

Is it a remote past? Then you can remember Colonel Hugo Chávez. Cartoon? All good. Then read all the documents collected by the Federal Police on Cid’s cell phone.

Before going to the texts, note that Lawand and Cid were on their way to the top of the generalship. They were the best of their classes at Academia Militar das Agulhas Negras, which gives preference in initial promotions, and had distinguished careers. Maybe they were in the High Command of the 2030s – in a rotten country, maybe they still get there. Cid also led a gang of fake military personnel, the “fake” vaccine group, and took care of the muamba of the Arabian jewels. A fool and a crook. But armed.

In the texts on Cid’s cell phone, it is noted that the coup was the subject of studies by at least one group of the 2017 Army Command and General Staff Course, a postgraduate course aimed at majors and lieutenant colonels. The discussion seems to go on for years, in texts with lame logic and tortured legal arguments, with the aim of finding a basis for military intervention in the Powers.

There would be a case, finally conclude the military luminaries of law, in which the Armed Forces could intervene without calling the Powers. Prompted by a kind of reasoning by the President of the Republic, the command of the Armed Forces would assess the situation and could, by itself, trigger an intervention.

The debate culminates in 2022, with the writing of a presidential statement of reasons for the state of siege and military intervention. Among so many reasons, the STF and TSE would have violated the “constitutional principle of morality”, a requirement of legality.

The material requires extensive analysis, which does not fit here. But it makes clear the project of finding doctrine and pretext for coups. How many were involved in this project?

Generals Augusto Heleno and Braga Netto, Bolsonaro’s right and right arm, were admirers of Augusto Pinochet, dictator, genocide, forger and thief. Generals Villas Boas, inspirer of the new coup wave, and Hamilton Mourão, former vice president and now senator, admired Olavo de Carvalho (1947-2022), an index of intelligence and appreciation for democracy, so to speak. But how many scammers would there be on active duty?

Luiz Inácio Lula da Silva inherited this deadly problem from Michel Temer and Bolsonaro, among others. It is necessary for the military to return to a barracks clean of coup d’état (and, by the way, for the STF to return to the Judiciary and the parliamentarians, who want to govern, to the Legislative).

Lula has been managing the new military issue with skill, but the hole gets deeper. Deep institutional reform is needed. Politically a minority and with a problem of so many kinds, it will be very difficult.
