Senate must vote on mini-reform before Electoral Code – 9/1/2023 – Panel

The Senate should not impose resistance to the mini-electoral reform that is being debated by a working group in the Chamber of Deputies and that is considered a shortcut to solve specific problems given the complexity of negotiation found in the analysis of the Electoral Code.
To be valid for the 2024 municipal elections, the text needs to be sanctioned by October of this year. For this, it needs to be approved in the House and Senate – and, if there is a change, again in the House. According to the WG’s work plan, the project will be deliberated by the collegiate until next Wednesday (6). Then it would go to plenary.
In the Senate, the assessment is that it is difficult to hold an agenda that benefits political parties and which is headed by the mayor, Arthur Lira (PP-AL). The Alagoan was also the main articulator of the approval of the Electoral Code, a text of 900 articles that censors electoral polls and weakens norms of transparency, inspection and punishment of politicians and parties for misuse of public funds. The agenda has been stalled in the Senate for two years.
Among other points, the WG will try to adjust the rules of party federations, in particular the effects of accountability —there is an understanding that if a party has problems with accountability at the municipal level, this would harm the other federations and prevent them from presenting applications.
In a meeting on Tuesday (29), the president of the TSE (Superior Electoral Court), Alexandre de Moraes, expressed concern that the adjustments would not bring the federation closer to coalitions.
