With the approach of a new legislature, on February 1st, the Senate archived 3,211 proposals presented by parliamentarians at the end of their term or from previous legislatures. The number represents 38% of the total matters being processed in the House. The decision applies to proposals analyzed both by the commissions and by the Plenary.

Ordinary bills lead the list of archived matters: there are 1,998 propositions. Then come petitions (781), proposed amendments to the Constitution (212) and draft Senate resolutions (85). The figures were released this Friday (20) by the Bureau’s General Secretariat.

According to the Internal Rules of the Senate, all bills in progress are archived at the end of the legislature. However, there are some exceptions such as proposals originating in the Chamber, projects by senators who have been re-elected or proposals by senators that have been changed by deputies.

Matters are archived automatically when they fail to be approved after two legislatures. But there is also an exception in this case. The text can return to the agenda if a third of the House (27 senators) presents a request for unfiling. With information from the Senate Agency.
