Appointed to the STF (Supreme Federal Court) by President Lula (PT), the Minister of Justice, Flávio Dino (PSB), next Wednesday (13) will undergo hearings at the CCJ (Constitution and Justice Commission) of the Senate.

The minister should be questioned by senators both about his time in the ministry, of which he was already head when there were the coup attacks on the headquarters of the three Powers on January 8, and about episodes in his political life.

A former federal judge, Dino was governor of Maranhão for two terms, president of Embratur in the Dilma Rousseff (PT) government and federal deputy. In 2022, he was elected to the Senate for the PSB.

Bolsonaro senators raised episodes related to the minister since the beginning of his political career as a student leader.

Faced with the prospect of approval, the opposition’s idea is to try to confront the nominee with as many topics as possible so that any compromising statements can be used against him in his future performance.

Armored at the CPI on January 8, Dino must respond about the ministry’s security cameras and the National Force’s actions at the time. The ministry informed the commission that recordings were deleted by the company responsible for the internal security circuit, and sent only part of the images captured on the day.

The ministry was also the target of questions about the National Security Force. Dino counters the criticism with the allegation that the troops were made available to the governor of the Federal District, Ibaneis Rocha (MDB), on the eve of the attacks, but that there was no request.

Juscelino Filho inquiry

The Operation Odoacro investigation investigates the alleged diversion of public money in works supported by parliamentary amendments at Codevasf, a state-owned company commanded by the centrão.

The case’s rapporteur was the current president of the STF, Luís Roberto Barroso. With his arrival as president of the court, the majority of Barroso’s collection was passed on to minister Rosa Weber. After his retirement, the process was left without a rapporteur and should go to Flávio Dino, if approved by the Senate.

At the center of the PF investigation is the construction company Construservice and its hidden partner, Eduardo José Barros Costa, known as Eduardo DP. The company was one of the biggest beneficiaries of funds for paving works during the period in which Dino and his successor, Carlos Brandão, governed Maranhão.

Drug dealer’s wife at the Ministry of Justice

This year, members of the Ministry of Justice and Public Security welcomed the wife of a man appointed leader of the Comando Vermelho do Amazonas.

Luciane Barbosa Farias is married to Clemilson dos Santos Farias, known as Tio Patinhas. Suspected of being one of the main criminals in Amazonas, he has been in prison since December last year.

She met with the department’s secretary of Legislative Affairs, Elias Vaz, in March, and with Rafael Velasco, national secretary of Penal Policies, in May.

Odebrecht’s statement

Dino was mentioned in statements by the construction company Odebrecht and, in 2017, he had a request to open an investigation requested by the PGR (Attorney General’s Office) to the Lava Jato rapporteur at the STF, Edson Fachin.

Whistleblower José de Carvalho Filho said that, in 2010, when Dino was a federal deputy, he asked for R$400,000 in slush fund to defend a bill in the Chamber that would benefit the construction company.

The minister said at the time that he never served any of Odebrecht’s interests, that he did not commit any illegal act and that his life is clean and honorable. The investigation was archived by the STJ (Superior Court of Justice) due to lack of evidence.

Activity in politics

Dino’s political activity dates back to his student days. In 1989, at the age of 21, he campaigned for then presidential candidate Lula, who was defeated by Fernando Collor. Between 1987 and 1994, he was a member of the PT. He left the party after passing the federal judge exam. As a judge, he became president of Ajufe (Association of Federal Judges).

In 2006, he left the judiciary and joined the PC do B to run for the position of federal deputy. He remained in the Chamber until 2010. In Dilma Rousseff’s first term, he became president of Embratur. He was then elected and re-elected to the Government of Maranhão.
