Four parliamentarians were favorable, three against and one abstained

Brasilia DF) – Approved last Tuesday (30), the basic text of Bill 490/07, which deals with the timeframe for the demarcation of indigenous lands, managed, in the Chamber of Deputies, 283 votes in favor and 155 against. Now, the proposal goes to vote by senators. In the Amazon bench, four parliamentarians were in favor and three against.

Deputy Fausto Jr. (União Brasil) voted in favor of the PL and stated that it is necessary to guarantee legal certainty for all involved. According to him, the absence of clear and objective criteria for the demarcation of indigenous lands has resulted in prolonged land conflicts, which generate instability and insecurity for indigenous communities, families that own land and investors.

The deputy justified that by establishing a timeframe, we will be providing a solid and predictable basis for the definition of indigenous territorial rights, avoiding endless disputes and promoting justice for all parties involved.

Deputy Sidney Leite (PSD) voted against the bill. According to the deputy, Brazil and the government have a historic debt with indigenous peoples, which is why he voted against the time frame. Leite justifies that the land for the indigenous is not simply a place to produce, but it is their life, it is their essence. He states that we need to guarantee and respect indigenous peoples in their fullness.

Captain Alberto Neto (PL) voted in favor of the project and stated that the PL protects the country, brings legal security, protects the native peoples because it shows a time frame. The deputy reiterates that he wants to take the indigenous population out of the state of misery. He claims that in this way, indigenous peoples will have more dignity, access to education, access to health and this is not what has been happening for a long time. Finally, the parliamentarian emphasizes that the PL is not a fight between agribusiness and indigenous people; it is security for everyone, for indigenous peoples, for our original peoples, for agriculture and for Brazil.

Federal deputy Amom Mandel (CID) voted against the time frame. In his justification, the parliamentarian believes that the project should be a PEC, as it is a constitutional issue.

Deputy Átila Lins (PSD) voted against the PL; Adail Filho (REP) and Silas Câmara (REP) voted in favor of the project. Deputy Saullo Vianna (União Brasil) did not participate in the vote.
