Documents from the investigation targeting Jair Bolsonaro (PL), family members and his former advisors show that a series of breaches of secrecy determined by Alexandre de Moraes, of the STF (Federal Supreme Court), exposed the routine and details of the presidential office.

An orderly break in 2021 allowed the Federal Police to access the cloud in which all the conversations of Lieutenant Colonel Mauro Cid, the former president’s assistant, were stored.

The messages to which the Sheet had access in part, they show details of the Presidency’s routine and dialogues between advisers, approaching from commonplace subjects, such as public servants’ time scales and disagreements between co-workers.

From access to Mauro Cid’s conversations, the PF had at least five other authorizations from Moraes to break bank, telematic and tax secrecy of at least 13 people and one company – including three Bolsonaro advisors and two former advisors. First Lady Michelle Bolsonaro.

1) Fritura by Paulo Guedes

On October 16, 2021, Mauro Cid informed Bolsonaro’s chief of staff, Célio Faria, about a new increase in the price of diesel and then commented: “PG does not last long”, in allusion to the then Minister Paulo Guedes.

The message was sent around 1pm. In the late afternoon, at 4:17 pm, Cid spoke to Célio again to warn him about the visit of the then president to Granja do Torto, Guedes’ official residence during part of his government.

About two hours later, Cid sent a new message and told the chief of staff: “It doesn’t fall”. Célio Faria replied that he already imagined this decision: “He’s going to spread his legs”.

Five days after the meeting with Guedes, Bolsonaro announced that the government would create aid for truck drivers due to the rise in diesel prices. He said that the measure would benefit around 750,000 workers in the sector.

2) Debauchery on the Plateau

The breaches of telematic secrecy —Mauro Cid was the target of at least three in about two years— also show the presidential cabinet team in daily conversations, in the organization of the president’s agenda, arguing among themselves over communication errors and, also, mocking government members.

On July 24, 2021, Célio Faria complains about problems in Bolsonaro’s agenda due to requests that reached the Chief Executive directly. After highlighting his role in organizing the agenda, Célio complained to Cid about the acceptance of requests by the then president.

Cid, then, responds in a mocking tone: “Hahahahahahaha There’s no way… At least Gilson and Seif disappeared this week”. Jorge Seif was the Secretary of Fisheries at the time. Gilson Machado, the head of Embratur. The two participated in several appointments with Bolsonaro.

3) Bolsonaro and Minister of the TSE

The breach of secrecy of advisors shows an exchange of messages in which a secret meeting at the Palácio da Alvorada between the then representative and the minister of the TSE (Superior Electoral Court) Carlos Horbach is mentioned.

According to the dialogue, this meeting would have taken place on the morning of October 16, 2021, a Saturday. There is no record of this meeting on Bolsonaro’s official agenda.

“We need to make it operational to look for the TSE minister wherever he is and bring him without showing up”, writes, on the eve of the meeting, Célio Faria, then head of Bolsonaro’s personal cabinet and who would become minister of the Government Secretariat in 2022. The message is sent for Mauro Cid.

One of the trials in which the minister took a stand in favor of the former president took place on October 28, 2021, 12 days after the supposed meeting at Alvorada.

On that day, the TSE decided to reject the impeachment of Bolsonaro and his deputy, Hamilton Mourão, for participating in a mass shooting scheme of fake news in the 2018 elections.

The majority of the electoral court concluded that the existence of an illicit scheme for the propagation of false news via WhatsApp in 2018 to benefit Bolsonaro was proven, but considered that it was not sufficiently serious to revoke the winning ticket.

Unlike the majority, Horbach and Sérgio Banhos understood that no elements were presented that would allow reaching the conclusion that there was some kind of dissemination of fake news for the benefit of the former president.

4) Hidden Covid exam

An exchange of messages between two advisors to the cabinet of Jair Bolsonaro (PL) shows that the then president took a Covid exam in 2021 after participating in a demonstration with supporters in Brasília and would have determined secrecy about the case.

Around the same time, he attacked authorities and people who advocated and practiced social distancing.

According to these conversations, the president manifested symptoms of Covid on the night of May 15, 2021, a Saturday, the day he participated without a mask in the crowd during the act in the federal capital.

“In the comparative exam, he has 10% of his lungs compromised. But he’s fine…. he slept all night, from 9:00 pm to 5:30 am. Oxygenation 97! Zeitoune thinks it’s COVID… Pr doesn’t want to take the exam”, wrote the morning of the following day (May 16) Mauro Cid, Bolsonaro’s assistant.

The advisor was referring to Marcelo Zeitoune, one of the doctors of the Presidency. “Pr” stands for “President of the Republic”.

The message was sent to Célio Faria, then head of the Presidency’s personal office and who in 2022 would become Minister of the Government Secretariat.

After the first information, Cid sent Célio another message, about 20 minutes later, stating that Bolsonaro had decided to take the test, but that he wanted “absolute reservation”.

At 2:32 pm on the same day, Cid informed Célio that Bolsonaro’s test had come back negative for Covid.

The next day, on the morning of Monday, May 17, the then President of the Republic stopped at the playpen of the Palácio da Alvorada, where supporters held a daily vigil, and returned to attack the measures recommended by international and Brazilian health bodies.

Bolsonaro praised agribusiness, which had organized the act in his honor two days earlier, and called those who respected social isolation idiots.

5) More secret meetings

The breach of telematic secrecy of former president’s advisors reinforces the indications that several meetings and official commitments of the previous government were left out of formal records.

Ministers of the government itself, members of the Judiciary, politicians and businessmen, among others, appear in these dialogues as having met with the then President of the Republic, although none of this appears on the public agenda.

One of these meetings took place on October 13, 2021 at the home of Minister Dias Toffoli, of the STF.

In a message sent to Célio at 10:18 pm that day, Mauro Cid reported that Bolsonaro was at Toffoli’s house and mentioned other names, such as the Attorney General of the Republic, Augusto Aras, and André Esteves, chairman of the board of directors and senior partner of the BTG Pactual.

6) Aécio and Aras out of the agenda

Other meetings that are not on Bolsonaro’s agenda took place with federal deputy and former presidential candidate Aécio Neves (PSDB-MG), on March 27 and October 19, 2021, indicate messages from Bolsonaro’s cabinet advisors.

Aécio stated, through his advisory, that he met with the former president “to seek government support for the project to break vaccine patents for which he was rapporteur and defended as chairman of the Chamber’s Foreign Affairs Committee, and, later , to discuss the government’s position regarding the vetoes”.

Another meeting was with Aras, at Palácio do Planalto, outside their agenda, on April 30, 2021.

The Covid CPI was in its initial phase at the time and, the following week, the stage of taking testimonies would begin, with the speeches of Bolsonaro’s former health ministers Luiz Henrique Mandetta, Nelson Teich and Eduardo Pazuello, in addition to the then incumbent of the folder, Marcelo Queiroga.
