Sedac promotes public dialogue about LIC-RS

The State Secretariat for Culture (Sedac) held, this Wednesday morning (18), a Public Hearing to discuss the Culture Incentive Law (LIC-RS) – an indirect promotion mechanism that integrates the Unified State Support System and Promotion of Cultural Activities – Pro-culture RS. In an online format, this open dialogue with the community brought together more than 280 participants from different Functional Regions of the State.

The Public Hearing was conducted by the Assistant Secretary for Culture, Gabriella Meindrad, and by Sedac’s Development director, Rafael Balle. The opening was attended by the Secretary of State for Culture, Beatriz Araujo; the president of CEC-RS, Consuelo Vallandro; the coordinator of the Living Culture Policy Management Committee, Carmen Oliveira, known as Mãe Carmen; by Airton de Oliveira, from the Sectorial Theater Collegiate; and Evandro Soares, president of the Council of Municipal Directors of Culture (Codic-Famurs).

In her speech, Beatriz Araujo recalled that this same active listening process had already been carried out in the past administration and presented the projection of values ​​that should be managed by Culture throughout this year.

“This listening is super important so that we can improve our public policies, identifying weaknesses and bottlenecks. Especially today, when we are working with very significant numbers”, said the secretary. Beatriz Araujo added that, with the retraction of the Federal Law of Incentive to Culture, LIC-RS became in great demand. to R$ 70 million for 2023. Adding R$ 30 million from the Culture Support Fund (FAC), plus the resources of the Paulo Gustavo and Aldir Blanc laws, this year we will have R$ 263 thousand for Culture. I am very optimistic about these resources, which were not available to our sector before, and with the expectation of satisfactorily serving cultural workers”, explained the head of Sedac.

The assistant secretary, Gabriella Meindrad, assessed the meeting as very positive, which should bring practical results to the daily lives of cultural proponents. “Moments like this bring Sedac closer to the cultural community and demonstrate a maturity in the relationship with managers, producers and articulators. Our purpose is to increasingly facilitate the operation of the system and financing via LIC.”

In this context, Sedac’s Promotion director, Rafael Balle, commented that the next step is to evaluate the points raised, for adjustments in the rules, training and qualifications. And he stressed that this listening does not end with the audience and the public consultation. “We have a permanent listening process, we are always in contact with those who work in projects financed by LIC. The space for reflection remains open, as we seek to continuously improve the law, not least because it is not an isolated mechanism, it is within a larger context that are federal laws.”
