Administrative structuring is a priority of the David Almeida administration to improve and expand the municipal and land housing policy

Manaus (AM) – Manaus City Hall is strengthening its policies aimed at housing, land issues and the defense of consumer rights. This Monday (29), the Manaus City Council (CMM) approved projects from the municipal Executive that create the Municipal Secretariat for Housing and Land Affairs (Semhaf) and the Customer Service and Protection. Both bills follow the sanction of the mayor of Manaus, David Almeida.

Sent as a government message to the Legislative Power, project 290/2023, which creates the Housing Secretariat, aims to expand the services of such an important portfolio, which was linked to the Municipal Institute of Urban Planning (Implurb), functioning as a vice-presidency within of the municipality.

Administrative structuring is a priority of David Almeida’s management to improve and expand the municipal and land housing policy, in cooperation with the State and Federal Governments. Semhaf will be responsible for implementing social housing programs in the capital, in addition to managing unbuilt municipal land assets and land regularization in consolidated informal urban centers.

The new portfolio will design and administer urban intervention strategies to develop housing programs and reduce the deficit in the capital, starting to manage the Municipal Housing Fund.

“We will have the task of planning, formulating and implementing the city’s housing and land policy in all its aspects. Also part of a new action is to raise funds for projects and programs in the land and housing areas with public, international entities and banks, for example, with a focus on serving the largest number of people who need social housing in Manaus”,

explained the vice-president of Housing and Land Affairs (Vpreshaf), Renato Queiroz.

Semhaf will act to promote land tenure and collective housing regularization, through Reurb, amplifying the actions already carried out by the Municipality and Government of Amazonas on the subject, reinforcing the task force created to identify priority properties of mutual interest.

Among the land assets for management by the secretariat are areas of expropriation, properties resulting from the approval of subdivisions and lands originating from acts of intervention. The new folder will enable even greater and better control of such assets, as well as their destinations, preventing the emergence of irregular occupations and new invasions in these territories.

Bill 292/2023, also authored by the Municipal Executive, amends Law 2389, of January 4, 2019, which provides for the organizational structure of the Civil House, creating the Consumer Care and Protection Service.

In the governmental message, the need to reorganize the administrative structure of the Civil House stands out, in order to promote a more organized and efficient management. The Municipal Consumer Protection Council and the Municipal Consumer Protection Fund are already linked to the body.

The expansion of services meets a need for Manaus consumers, who will soon have a specific public service to protect their rights.

The details of the organizational structure of all sectors of this service, including the linked units, will be set out in the Internal Regulations.
