Member of the AM states that both proposals will face resistance from States and Municipalities, who fear losing revenue
Manaus (AM) – The first challenge for the Working Group that analyzes the Tax Reform proposal will be the unification of the two Constitutional Amendment Proposals (PECs). According to federal deputy Saullo Vianna (União-AM), next week, the WG will work to join PEC number 25, which is being processed in the Chamber of Deputies, and PEC 110, which is currently stalled in the Senate.
In his assessment, both subnational entities (states and municipalities) are dissatisfied and will have to rely on resistance from governors and mayors. This is because, by predicting the unification of taxes by concentrating the collection system in the Union, there is a fear of losing federative autonomy and, consequently, of a significant drop in collection.
“The biggest concern is about the lack of clarity on how taxes will be collected and shared, which will affect not only states and municipalities, but also various sectors of the country’s economic activity”, says Saullo Vianna.
In addition to participating in the second meeting of the Tax WG, when the calendar of the collegiate’s actions was released, Saullo Vianna also met with the Extraordinary Secretary for Tax Reform, Bernard Appy.
Proposal for ZFM – On the occasion, Appy announced that, in 30 days, the government’s economic team will present a specific proposal that includes the maintenance of the competitiveness of the Manaus Free Trade Zone and, with that, the creation of jobs – about 500 thousand direct and indirect – and forest conservation.
“The secretary told us that the Free Zone will continue to receive differentiated treatment and that everything that is decided regarding our economic model will be negotiated with our Amazonian bench and with the Government of Amazonas”, revealed the parliamentarian.
