Responsible for signing the energy concession contract in the state of São Paulo 25 years ago, former secretary Andrea Matarazzo (PSD) states that the agreement followed the standards of the time and that, given the current crisis with Enel, the responsibility lies especially inspection, which must be carried out by the federal government through Aneel (National Electric Energy Agency).

On the 16th, the mayor of the capital, Ricardo Nunes (MDB), requested the cancellation of the contract with Enel due to the delay in restoring electricity after storms in the city.

“The concession contract followed a standard, everyone did it that way. Now two problems are the management of the companies and, above all, the supervision of the companies. It’s less a question of contract, it’s essentially one of supervision”, says Matarazzo to the Panel.

Representing the state of São Paulo as Secretary of Energy, Matarazzo was one of those who signed, in 1998, the contract signed between the then state-owned Eletropaulo, founded by the São Paulo government, and Aneel. The concession period runs until 2028.

In 2018, the state auctioned its shares in the company, which were acquired by the Italian company Enel.

For Matarazzo, there is no need to cancel the contract. “What Aneel has to do is stay on top to see if the teams are adequate, if the indicators follow the contract standards”, he says.

The former municipal secretary and former councilor also says that the problem of trees and electrical wiring is historic in São Paulo, but has been worsened by the climate crisis.
