Registration for PSS for new school directors is open

The State Department of Education and School Sports, in partnership with the Amazonas Technological Education Center (Cetam), officially opens, at 1 pm this Monday (30), the registration period for the Simplified Selection Process (PSS) for New School Directors. The movement follows the national action promoted by the Ministry of Education (MEC), through Law 14,113 of 2020, which conditions the receipt of resources for supplementing the Yearly Student Value for Results (Vaar) to this process.
From 1pm this Monday (30th) until 4pm on November 15th, teachers and pedagogues in an effective and stable situation will be able to register, exclusively through the website of the Permanent Competition Commission (Copec), coordinated by Cetam, via the link
In total, 604 successful candidates will be selected, plus double that number for a reserve registration database. This means that 604 candidates will be classified and 1,208 candidates will go to the reserve registration database.
Among the basic requirements for registration is the candidate’s need to: i) hold a public teaching position (teachers and pedagogues), effective and stable, within the Department of Education; ii) have full-time availability; iii) have a degree/degree, preferably, with a postgraduate degree in school management and pedagogical coordination; in addition to other conditions, which will be present in the notice.
The PSS will select professionals capable of taking over the school board in the event of a vacancy in the role, that is, when the director position is unoccupied for various reasons, such as withdrawal, retirement and death, for example.
The manager of Strengthening School Management (GForge), Diana Franco, explained the phases of the process and the stages into which they were divided, which will be mediated by both the Secretariat and Cetam.
“Our selection process is to choose new directors, in compliance with the new Fundeb law, law 14,113 of 2020”explained the manager.
Evaluative steps
In relation to the evaluation processes of those enrolled, the PSS notice provides for two stages of analysis, called Merit and Performance-Interview, respectively. The first, carried out in partnership with the Amazonas Technological Education Center (Cetam), will take place with the assessment of all documentation presented by the candidate during the registration process.
Those classified for the second stage will be called by the Department of Education for interviews, which will take place between January 10th and 26th, 2024. The interviews will be previously scheduled and will have a score from 0 to 10, with seven being the minimum score for classification.
The interviews will be carried out by representatives of the School Management department (Degesc), of the Department of Education. The questions will be based on the Reference Matrix of Competencies for School Directors of the State of Amazonas, established by Ordinance GS No. 701, and published in the Official State Gazette, on June 29, 2022.
The final result of the PSS will be announced on February 13, 2024. The competition, which is valid for 2 years, with the possibility of being extended for another two years, will be valid throughout the state of Amazonas, during the 2024-2025 biennium. The Department of Education expects to receive more than 1,200 applications.
The Probity Stage
A group of specific documentation requested is provided by the Department of Education, including: the declaration of length of service and the declaration of employment. It is worth noting that the request for these documents from the secretariat must be made no later than five days before the end of the registration period.
Other documents must be requested from the Court of Justice, the Court of Auditors, among others.
VAAR
Responsible for regulating the new Fund for the Maintenance and Development of Basic Education and Valorization of Education Professionals (Fundeb), Law 14,113 of 2020 defined five conditions for receiving the Vaar.
The first conditionality is in relation to the filling of the position or function of school director, which will need to be in accordance with technical criteria of merit and performance or based on a choice made with the participation of the school community among candidates previously approved in an assessment of merit and performance. .
The methodology, approved by Resolution No. 01/2022 of the Intergovernmental Financing Commission for Quality Basic Education (CIF), is the guide for the Selection Process for new directors.
In case of non-compliance, the federated entities will no longer receive the amounts relating to the Vaar Supplementation in their location.
