Ramagem’s former right-hand man at Abin is appointed to the PF – 10/28/2023 – Panel

The director general of the Federal Police, Andrei Rodrigues, appointed the former right-hand man of Alexandre Ramagem, director of Abin (Brazilian Intelligence Agency) during the Jair Bolsonaro (PL) government, to a coordination role at the beginning of the month.

Delegate Carlos Afonso Gonçalves Gomes Coelho will hold the position of coordinator of the Operational Aviation Command, linked to the PF Executive Directorate.

During the Bolsonaro government, he headed the National Intelligence Center (CIN), which was seen as a kind of “Abin Paralela”.

The ordinance confirming the appointment was dated October 11th and was signed by the executive secretary of the Ministry of Justice, Ricardo Cappelli.

Before becoming deputy director of Abin de Ramagem, Coelho held a position as special advisor at the Government Secretariat of the Presidency under Jair Bolsonaro (PL).

Interlocutors say that Coelho is a trusted name for Rodrigues. He worked with the current general director at Sesge (Extraordinary Security Secretariat for Major Events).

When contacted, the Federal Police reported that the delegate “has extensive professional experience and is a pilot trained by the Coordination of the Operational Aviation Command.”

According to the PF, he was assigned to Coordination between 2006 and 2013, having held leadership positions during the period.

The appointment took place a few days before the Federal Police launched an operation to investigate the irregular use of a secret cell phone geolocation monitoring system by Abin during the Bolsonaro government.

The software would have been used against journalists, politicians and opponents of the president, especially during Ramagem’s administration as head of Abin.

When contacted, the Ministry of Justice did not respond.
