Public investment has to be high for private investment to be greater, says governor of Piauí – 05/23/2023 – Panel

Rafael Fonteles (PT), governor of Piauí, says that Minister Rui Costa (Casa Civil) has received state representatives to list their priorities for the new PAC (Growth Acceleration Program). The federal government has not yet defined the program’s budget.

“It is extremely important to have an infrastructure program. More than R$ 120 billion has already been invested a year. Last year, less than R$ 20 billion was invested. We all know that private investment is of greater importance, but if you there is no government investing in infrastructure, you don’t leverage private investment,” he says.

“I am of the thesis that public investment has to be high for private investment to be even greater”, adds Fonteles.

Fonteles listed three priorities for Costa, who will indicate which ones can be met from the budget definition. In the case of Piauí, the priorities are in the areas of highways, water works (mains and dams) and a multimodal project (roads, railroad and waterway) to connect the southern region of the state with the port of Luís Correia, which should be inaugurated in December.

Former Finance Secretary of Piauí (2015-2022) and former president of Comsefaz (National Committee of Finance Secretaries of the States and the Federal District), Fonteles praises the fiscal framework project of the Luiz Inácio Lula da Silva (PT) government .

“It is a very important matter, to be appreciated soon. I think that Minister Fernando Haddad and his team got the text right, the fundamental thing is to signal debt stability without harming the social and infrastructure programs that were placed in President Lula’s campaign”, evaluates .

About the alterations that have been made by Deputy Cláudio Cajado (PP-BA), rapporteur for the project, he states that they have to be understood as sovereign decisions of equally elected representatives of the people. Fonteles says he defends the original text, but understands that the changes do not prevent social programs from having a guaranteed budget.
