Public Hearing debates diagnosis and treatment of cancer in Amapá – News of Brazil

The Legislative Assembly of Amapá (Alap) held a public hearing this Monday (29) to discuss high-complexity cancer services in Amapá. Proposed by Deputy Fabrício Furlan (REDE), the debate brought together experts on the subject who addressed, among other points, awareness about the prevention and early treatment of cancer. ”Unfortunately, medicine has managed to advance, not enough to eliminate cancer, but when the disease is diagnosed early, in some cases, there are greater chances of cure. We are going to dialogue with the agents involved in this health sector and seek ways to help people who are treated for cancer in Amapá and outside the state. We know that the conditions are not favorable for those who are following the disease, and especially for patients with the disease who need to leave the state”, said Fabricio Furlan, when opening the work, also highlighting the confidence in the current governor of Amapá, Clécio Luís. “Public health is chaos throughout the country and, in Amapá, it is no different, it would not be in five months that everything could be resolved”, stressed.

The parliamentarian also mentioned his concern with patients undergoing treatment in the states of Rondônia and Barretos, in São Paulo, where many do not have a place to stay. Fabrício Furlan requested, through an application, studies for the implementation of a support house in these two cities for cancer patients assisted by the Treatment Outside the State Program (TFD). The requests were approved at the session held on May 3rd. Deputies Jory Oeiras and R. Nelson Vieira were part of the table.

Starting the debate, the representative of the Advanced Unit of the Hospital de Amor in Macapá, Rafaela Oliveira dos Santos, highlighted that there is a lot of talk about treatment and a little bit of the basics are forgotten, especially in prevention. For this, the extension of the Hospital de Amor unit performs the prevention of breast and cervical cancer in the State. ”If we were not carrying out this work, how would these women receive this diagnosis? More than 30,000 women underwent follow-up in 2022 and we had more than 200 confirmed cases in Amapá. It is with prevention that life-saving treatment begins. Today, we are experiencing a scenario of neglect, due to the lack of commitment and encouragement on the part of the authorities; we cannot skip the basics and go straight to treatment, we need to look at what is being done in prevention”, highlighted Rafaela, citing the experience of a family member who is undergoing treatment in the municipality of Barretos, in São Paulo.

For the president of the Cancer Institute Joel Magalhães (Ijoma), Father Paulo Roberto Matias, the fight against cancer in the state should be depoliticized. “When we talk about combating and caring for cancer victims in Amapá, we need to understand that we are not talking about managers”, he stressed, taking the opportunity to recall his fight in favor of cancer patients, a fight he intends to report in a book. “I’ll write a book because maybe I’m the person who has lived the most day to day fighting and helping the victims of the disease”, he commented.

Representing the State Public Prosecutor’s Office (MPE), prosecutor Wueber Duarte Penafort, holder of the 1st Prosecutor’s Office for the Defense of Public Health in Macapá, highlighted that for more than a decade he has been working in defense of the improvement of public health in Amapá .

According to the prosecutor, in 2010 the MPE filed a lawsuit against the State for the High Complexity Treatment Unit in Oncology (Unacon) to be restructured. ”The action was upheld and to date the state has failed to meet the minimum. See that not even a court action, final and unappealable, is capable of changing an easy reality”, highlighted the prosecutor, informing that the State has a liability, since the Aníbal Barcelos Government (1991-1995), of R$ 590 million in health it will only be resolved when the legislative, judiciary, state executive and MPE powers embrace the cause and, together, discuss and find solutions. “In the last election, R$ 6 billion of public money was spent, if we had made R$ 2 billion available for health, it would help in many things”, stated.

Former cancer patient, the head judge of the North Zone Special Court, Marconi Pimenta, recalled the moment he received the news and his tough battle against the disease. “We lose the notion of space and time”, said the judge, also talking about his struggle within the court, in favor of cancer patients.

The state secretary of Health, Silvana Vedovelli, praised the initiative of the Legislative Assembly, through Deputy Fabrício Furlan, in discussing such an important topic. “I arrived here with my head down, but now I’m sure I’ll leave here with more desire to work than I have every day”, commented the secretary when starting her participation in the public hearing.

The secretariat recognizes that there is much to be done for public health in Amapá, but that Governor Clécio Luís has placed the state’s health as the number one priority. Vedovelli cited the difficulties encountered every day in the area of ​​health. “We were able to increase the number of beds at Unacon and we already have a defined location to set up the laboratory for this unit within Hospital Alberto Lima. It’s still not ideal, but it will improve and give more space for people to be treated,” she said.

Finally, the oncological surgeon Dr. Marcel Soares thanked the public hearing and mentioned some initiatives taken by him as director of Unacon. One of the projects put into practice was the care of cancer patients at home.

The doctor mentioned that the life expectancy of Brazilians is increasing, that is, people from Amapá are living longer. However, on the other hand, the number of cancer cases and deaths from the disease has grown. The estimate for the year 2023 in the world is 19 million new cases. The predicted number of cases by 2040 is 30 million cancer patients.
