PT is divided in voting on the revision of the Master Plan of SP – 06/01/2023 – Panel

The PT bench in the São Paulo City Council was divided in this Wednesday’s (31st) vote on the revision of the Master Plan, the city’s most important urban law, which guides its growth. Forty-two councilors were in favor of the project, 12 against it and one did not vote. Among the petistas, the score was four to four.

The approved text opens loopholes for more verticalization, allows the construction of more parking spaces in areas close to public transport axes and gives options for contractors not to pay in cash the fee to build above the limit in the city. It is proposed, for example, that the city hall can expand areas around transport axes where it is possible to erect taller buildings at a low cost for construction companies.

The review proposes changes to the Master Plan approved by the PT administration of Fernando Haddad in 2014.

PT supporters who voted in favor criticize the text sent by the Ricardo Nunes (MDB) administration and modified by the Chamber, but say they acted strategically to keep an open door and negotiate amendments and changes to the project for the second vote.

“When you are discussing any project in the first vote, you also have amendments, substitutes. When you vote in the first, you go with the possibility of negotiating with the Executive that your ideas and amendments are accepted, between the first and second. That was the objective of dividing the bench. The bench was released for each one to vote according to their conscience, and there is a commitment with the government that it will accept some suggestions from the PT bench”, says Senival Moura, leader of the PT at home.

In addition to him, Arselino Tatto, Jair Tatto and Manoel del Rio voted in favor.

“If they do not accept the suggestions to change points that we understand are very critical, obviously we will vote against” completes Senival.

Arselino Tatto says it was a strategic position and that “it’s no use making angry speeches and at the end of the process being defeated”.

“You have to stop leafleting and work seriously”, defends Tatto. “Voting in the first one means nothing. You vote in the first one to make it possible that in the second one you can present a substitute and amendments to improve the bill. “, says the alderman.

“It’s no use acting sulky, wanting to be against everything and everyone, and not having open doors to improve the project, to guarantee at least 40% of the budget for social housing. That’s how parliament works. You have to work. benefiting the most needy population. If you don’t open up, they pass the tractor, approve what they want, because they have a majority, and we don’t approve any amendment”, he concludes.

The four PT councilors opposed to the text in the first vote were Luna Zarattini, Hélio Rodrigues, Alessandro Guedes and João Ananias.

Luna claims to consider it important to politically demarcate opposition to the text, which, according to her, completely mischaracterizes the Master Plan.

“If I voted in favour, I would be voting against the 2014 Master Plan, by the Haddad administration, which is positive for the city. The mischaracterization is very serious, it creates setbacks such as limitless verticalization, disorganizes the population density, meets the needs much more large construction companies. It’s like a new Master Plan, and this should only be done in 2029. These changes do not fit in a review”, he says.

The councilwoman claims that voting against it also makes strategic sense.

“Voting negative on the first ballot is a political demarcation precisely so that our amendments will be approved on the second ballot. Voting on the first ballot is saying that this plan is correct, and it is not, it is a big setback for the city. There is no reason to vote for it. favor. We discuss about accepting amendments in the second ballot with more bargaining power, because our votes are important”, he says.
