PT deputies criticize fiscal framework after vote – 05/23/2023 – Panel

Deputies from the PT and one from the PCdoB presented a vote this Tuesday (23) regarding the fiscal framework, approved in the plenary of the Chamber of Deputies.

The group of 23 parliamentarians voted in favor of the text, but exposes in the document that it filed harsh criticisms of the project sent by the Luiz Inácio Lula da Silva (PT) government and the changes promoted by the rapporteur Cláudio Cajado (PP-BA).

In the statement, the parliamentarians say that they voted in favor of the fiscal framework out of loyalty to Lula and to maintain unity on the bench, but they point out that clarifying the restrictions on what was approved is a duty with the voters.

The document says that the parliamentarians regret that it was not possible “to free the public power from the strangulation caused by the interests of rentier capital, which seeks to subjugate the Treasury to the payment of excruciating interest on the public debt, at the expense of the impoverishment of the Brazilian people and the bloodletting of our economy”.

In comparison with the spending ceiling, they say that the framework is more flexible, but imposes on the country a growth in public spending below the average of the Lula and Dilma Rousseff governments, from 2003 to 2016, “in a much more serious situation, marked by the expansion of poverty, hunger, deindustrialization and the scrapping of public services”.

For deputies critical of the framework, the work of Fernando Haddad (Finance) deserves confidence, but Cajado’s report would have been imprudent in determining the new fiscal regime for a “harsh and immediate reduction of the internal debt”, instead of returning the State to lead a “robust cycle of sustainable development and economic growth, with income distribution, job creation, income deconcentration and national sovereignty”.

The deputies list the points they consider worrying in the text, such as the triggers that will be fired in the event of non-compliance with the primary results targets, with the ban on holding public tenders and readjusting the salaries of civil servants. In addition, they also criticize the incorporation of Fundeb and the nursing floor to the fiscal limits, which, according to them, will make the constitutional minimums for health and education compress expenses with other budget items even more.

The PT deputies Lindbergh Farias, Rui Falcão, Helder Salomão, Carol Dartora, Marcon, Pedro Uczai, João Daniel, Luiz Couto, Dandara, Rogério Correia, Florentino Neto, Alexandre Lindenmeyer, Ana Pimentel, Joseildo Ramos, Zé Neto sign the declaration of vote , Tadeu Vneri, Natália Bonavides, Vander Loubet, Waldenor Pereira, Reginete Bispo, Bohn Gass and Luizianne Lins. For PCdoB, he signed Orlando Silva.
