Prosecutors make manifesto for correction of MPF course – 06/28/2023 – Frederico Vasconcelos

A group of members of the Federal Public Prosecutor’s Office collect signatures on a manifesto to call on the government and society to debate the correction of the Brazilian Public Prosecutor’s Office.

The movement to rescue the institution does not end with the choice of the new Attorney General of the Republic – a debate that has been carried out by the ANPR (National Association of Attorneys of the Republic).

The document signed by 50 active and retired attorneys and deputy attorneys general will be submitted to members of other branches of the Public Ministry.

Here are the main lines of the movement:

– The signatories understand that “from the knowledge of abusive acts committed in several Lava Jato initiatives, a worrying downgrade of the credibility of the Federal Public Prosecutor’s Office is perceived”.

– This wear and tear was “aggravated in the current management of the PGR, which has little internal leadership and a low level of articulation with Brazilian society”.

– The aim is to bring the Public Prosecutor’s Office back to fulfilling the objectives of the Republic, especially the construction of a free, fair and solidary society, free from poverty, marginalization and discrimination of any kind.

– The aim is to “strengthen its role as defender of indigenous peoples and other peoples and traditional communities, of the right to an ecologically balanced environment and of workers’ rights, as well as considering more strongly the social, racial and ethnic inequalities of the population in their criminal activities”.

– The improvement of the MPF does not involve strategies of constraint, nor the political control of the institution;

– It is necessary to reflect on the democratization of powers at the internal level, with the establishment of mechanisms to control and review the PGR’s decisions, such as filings in criminal investigation procedures before the STF, the limitation of its role in defining the composition of coordination and review chambers.

– It is intended to deepen the policy of inclusion through racial, ethnic and social quotas, in order to increase the representation of the diversity of the Brazilian population in the Public Ministry of the Union (MPU), as well as the adoption of a comprehensive policy of equality of gender.

– The signatories propose valuing broad and interdisciplinary humanist training in the entrance exam for MPU members and restructuring the ombudsman, so that it is occupied by people outside the MP.
