Prosecutor is target number 1 on the PCC list and questioned Moro – 03/22/2023 – Politics

One of the targets of the PCC’s alleged plan of attacks against Brazilian authorities, São Paulo prosecutor Lincoln Gakiya is at the top of a list of those sentenced to death by the faction, the so-called “decreeds”, according to the intelligence services of the Government of São Paulo.

Coordinator of the main group of the Public Ministry to combat organized crime, Gakiya took over this position in 2018, when he signed the requests for the transfer of members of the faction’s top to the federal system —among them that of Marco Willians Herbas Camacho, Marcola, appointed as the main leader of the group.

Even before the request was accepted by the Judiciary, the intelligence agencies of the São Paulo government detected the fury of criminals against the prosecutor. Such discontent was materialized in a letter learned in December of that year, with an order from the summit to kill him.

The message was found with two women who were leaving Penitentiary 2 in Presidente Venceslau, in the interior of São Paulo, where the main leaders of the PCC were still staying. In that letter, revealed by Sheet, there was also the name of the region’s prison coordinator, Roberto Medina, as another target and member of the “decreed” list.

At least two more messages with similar content were seized by the police in the São Paulo prison system, one of them in 2020, in the Mirandópolis penitentiary (594 km from SP), when the bosses were already in the federal system. The letter had charges for two deaths and was found with a detainee who would speak with a lawyer for him.

According to members of the intelligence services, Gakiya took the first place of most hated by the PCC from former Secretary of Public Security Antonio Ferreira Pinto. Until 2018, Ferreira Pinto led this list because of lethal actions by the PM against members of the faction, carried out during his management (from March 2009 to November 2012).

The former secretary remains on the list, but would be behind Medina. All have, however, a police escort. The group that protects the prosecutor has already led to complaints from neighbors in the gated community where he lives, in the interior of the state, due to the intense movement.

The reasons that would lead Sergio Moro to join the PCC list are still being analyzed by members of the São Paulo security forces. This is because, until the end of 2022, the name of the former judge and senator for the União Brasil was not on the list of the São Paulo intelligence services regarding the “decreeds”.

This weakens the thesis that he could have been targeted by the criminal faction for having participated in the transfer of prisoners to the federal system in 2019.

In October 2022, prosecutor Lincoln Gakiya even refuted the statement, made by the former judge in an interview, that Marcola’s transfer had Moro’s participation.

“There is not and could not be any interference by the federal government, either through President Bolsonaro or through Minister Moro in this removal, not least because, as I have already mentioned, it was not up to them to do so. Therefore, Moro’s statement that after two months into the government they ‘determined’ the removal of Marcola from the federal system,” he said in a message to Sheet.

The prosecutor stated that it was up to the Ministry of Justice to provide the logistics for the removal of prisoners, in compliance with the order of the state court. “Anyway, that’s exactly what happened. It saddens us to know that politicians and even a former judge alter the truth to try to get some political gain from this story. At the end of this story, I was left with the burden of the operation, because the PCC knows that I am the only one responsible for it, and the politicians, with the bonus”, he said.

Members of the Public Ministry of São Paulo involved in the action this Wednesday (22) affirm that the attack plan against authorities would be a development of the action investigated by the PF that resulted in the Anjos da Guarda operation, at the end of last year, which would have dismantled an alleged rescue plan for criminal organization leaders imprisoned in federal penitentiaries.

As they were unable to rescue Marcola, the main target of “plan A”, they would try a “plan B”: they would attack and kidnap authorities as a way to get him released in a “hostage exchange”.

The size of the PCC’s alleged plan of attack against authorities is viewed with reservation by members of the São Paulo security leadership, as well as in Operation Anjos da Guarda.

At the time, members of the Military Police, the Civil Police and the Department of Penitentiary Administration heard by the Sheet claimed not to have detected any movement of the magnitude of a rescue plan by the CCP boss.
