Amid criticism of a possible increase in the price of the basic food basket, the rapporteur for the tax reform in the Chamber, deputy Aguinaldo Ribeiro (PP-PB), agreed to zero rates for some items. The products will be included in a basic national food basket, defined by complementary law, which will be exempt from taxes.
The complementary law will create the so-called “basic national food basket”, which will apply to the entire national territory. The changes are included in the final version of the report, which was just read in the plenary session of the Chamber.
The author of the initial text of the proposal, Deputy Baleia Rossi (MDB-SP), agreed with the measure. For him, exempting products from the basic food basket is a way of promoting fiscal justice. since the poorest pay more taxes proportionally in relation to the richest.

The rapporteur’s decision is the outcome of a series of debates on the impact of the reform on food targeted at the neediest population. Last weekend, the Brazilian Association of Supermarkets (Abras) presented a report according to which the end of the federal tax exemption on the basic food basket would make items more expensive by 59.83% on average.
On Monday, during the installation of the Council’s Thematic Chamber of Economic Affairs, the extraordinary secretary for Tax Reform, Bernard Appy, promised to present calculations that prove that the basic food basket will not be burdened.
At the beginning of the week, Ribeiro said that several businessmen, mainly from sectors with a short production chain, which will be affected by the Contribution on Goods and Services (CBS) and the Tax on Goods and Services (IBS), have been lobbying in recent days against the tax reform. “I was not contacted by any consumer. For the sectors, companies, everyone who is able to lobby in the House [na Câmara dos Deputados]then yes, we are wanted in the morning, in the afternoon and at night”, he declared.
