Measure simplifies licensing, guarantees its trafficability and provides for the use of resources from the Amazon Fund

Manaus (AM) – Along with deputy Maurício Carvalho (União-RO), deputy Saullo Vianna (União-AM) is one of the authors of Bill 4994/2023, which recognizes BR-319 as critical and essential infrastructure for the development of the Amazon and for national security.

The measure, in addition to ratifying the importance of the highway for the region, simplifies licensing, guarantees its trafficability and provides for the use of resources from the Amazon Fund to make the works environmentally viable, obstacles that keep Amazonas in isolation, without a road connection. with the rest of the country.

“It was an important victory for Amazonas. BR-319 is our only alternative road connection from Amazonas to the country. And the economic problems of our logistical isolation are known. We have a higher cost in Amazonas than in Brazil, which puts a burden on our productive activity and our economic growth”,

says Saullo Vianna.

The parliamentarian from Amazonas also recalled that the lack of a highway prevented, at the height of the pandemic, oxygen cylinders, among other supplies, from reaching the state quickly, which only worsened a situation that was already tragic, especially in Manaus.

Work group

In a meeting with the Minister of Transport, Renan Filho, Saullo Vianna, in August this year, Vianna had already discussed the use of resources from the Amazon Fund to implement sustainable measures and safeguards for carrying out works on the highway.

“In line with the proposal, Minister Renan Filho said that the idea is to set up a Working Group within the Federal Government to evaluate the use of the Amazon Fund – which currently has R$3.9 billion in cash, to conclude, in a sustainable manner, of BR-319”,

revealed Vianna.

According to him, the minister believes that the completion of the highway “is not an insurmountable problem, as the idea is to consolidate a connection with Manaus reconciled with environmental sustainability” and with the most current low-impact technologies available.

40 years without connection with the country

The BR-319 Highway crosses the Amazon forest, connects the city of Porto Velho (RO) to Manaus (AM) and was opened in 1976. Due to lack of maintenance, the BR was closed 12 years later. Of its 656 kilometers, only 34% are paved, which means that Amazonas has been isolated from the rest of the country by road for more than 40 years.
