The Senate plenary must analyze the text of the Tax Reform this Wednesday (8). The Proposed Amendment to the Constitution was approved on Tuesday (7) by the House Constitution and Justice Committee, after an offensive by the government — and pressure for changes from various sectors, some of which were accepted by the rapporteur, Eduardo Braga (MDB-AM) .

The PT articulation involved a meeting between President Lula (PT) with Senate leaders and a request from Minister Fernando Haddad (Finance) to businesspeople to support the proposal. Extraordinary secretary Bernard Appy also personally followed the vote at the CCJ — which ended with 20 votes in favor and 6 against the text.

Braga welcomed changes until shortly before the vote, covering states and municipalities, economic sectors and low-income families. The changes should increase the VAT (Value Added Tax) rate, which is the basis of the reform, by half a point in relation to what was approved in the Chamber — the 27.5% is above the 27% ceiling that Haddad predicted.

Most economists welcome the approval of the reform, which has been going on in the Legislature for decades. Analysts say that, even with exceptions for some sectors, the changes simplify and modernize the tax collection system.
