The promise of the Minister of Finance, Fernando Haddad, to pursue zero deficit in public accounts in 2024 is seen with skepticism by many sectors — and could face obstacles of the order of R$ 24 billion with a series of projects that are being processed in Congress and could increase expenses and decrease government revenue.

Proposals include the extension of payroll tax relief and another that changes the municipalities’ social security contributions. The latter, for example, is on the Senate’s agenda and the debate in the Legislature was classified as “botched” by Haddad; the minister said he was open to discussing a way out for the municipalities.

Fiscal concerns also reach the Judiciary. At the Federal Supreme Court, the Lula (PT) government is acting on at least two fronts: one asks to overturn the payment limit for court orders; and another foresees a task force to map actions contrary to the Union and anticipate unwanted surprises that put pressure on public accounts in the future.
