PL signs Bolsonarist in commission that oversees government – 03/07/2023 – Power

The PL (Liberal Party) won an internal dispute in the Chamber and will take over the presidency of the Financial Inspection and Control Commission. The collegiate has the power to summon ministers from all areas of the Luiz Inácio Lula da Silva (PT) government to provide clarification.

Command of the commission was one of the main obstacles to the installation of collegiate bodies. PT and PL disputed the presidency due to the wear and tear that the commission can generate in the government.

Internally, the Liberal Party appointed Bolsonarist deputy Bia Kicis (PL-DF) to chair the Oversight Committee. Her name, however, suffers resistance from the base of the government.

Kicis will only be confirmed in office after the installation of the commission. The choice of the president usually takes place in a collegiate vote, in which internal agreements are usually respected.

PT leaders told the Sheet that, although the PL will remain with the Inspection Commission, the government will organize itself to have a majority of parliamentarians in the collegiate to avoid the approval of uncomfortable proposals for the government.

In the evaluation of centrão leaders heard by the report, the agreement for the PL to command the commission could cause problems for the Lula government. One of them claims, with reservation, that this represents a defeat for the Planalto Palace, with the risk of constant summons of ministers.

The agreement for the commission was announced by the mayor, Arthur Lira (PP-AL), in conversation with journalists this Tuesday (7).

“The PL has the right of the first choice. He gave up the CCJ because of the agreement. [As demais comissões ficam] forward, [os partidos] understand each other,” he said.

Since being re-elected president of the Chamber, Lira has been negotiating with all the parties in the Chamber for the distribution of the presidencies of the commissions.

According to House rules, the division is made according to the size of the parties’ benches. Most of the acronyms, however, formed a superblock at the beginning of the year, in a sign of support for Lira’s reelection, and negotiations for the commissions had to be done through agreements.

All parties participate in the superblock, except Novo, PSOL and Rede.

The agreement provides that the PT will take over the presidency of the Constitution and Justice Commission — the most important in the Chamber. The party decided to nominate Deputy Rui Falcão (PT-SP) for the role.

A Sheet had access to a draft that government leaders made this Tuesday with the divisions that are right and the commissions that more than one party showed interest.

The spreadsheet predicts that the Communication and Sport commissions should stay with the Republicans; the PP plans to control the Consumer Defense and Road and Transport commissions; PSD wants Tourism and disputes Mines and Energy with União Brasil; the PDT wants the Commission for National Integration and Regional Development.

In an agreement for Lira’s reelection, the superbloco parties negotiated the creation of five new commissions in the Chamber at the beginning of the year. With the change, the House now has 30 collegiate members – and the goal is to give at least one presidency to each party that supported the Alagoas president’s campaign.

Despite the advances towards the division of the presidencies of the collegiate bodies, the leadership of the Chamber still differs over the command and reporting of the CMO (Mixed Budget Committee), responsible for making adjustments to the budget proposals.

União Brasil intends to have the rapporteurship, but PL deputies argue that the party has the largest group and should have precedence in choosing the rapporteur. The installation of the CMO, however, will take place at another time and the definition should only take place in April.

In the Senate, the parties that were defeated in the dispute between the President of the Senate, Rodrigo Pacheco (PSD-MG), and the leader of the opposition, Rogério Marinho (PL-RN), should be without any of the 14 presidencies. Installation is scheduled for this Wednesday (8).

Former Senate President Renan Calheiros (MDB-AL) won the clash against the PT bench and should be nominated for the presidency of the Foreign Affairs Committee – which was coveted by PT’s Humberto Costa (PT-PE).

The subject of complaints from his colleagues, Davi Alcolumbre (União Brasil-AP), also a former president of the Senate, should continue as chairman of the Constitution and Justice Committee —the most important in Congress— for another two years.

Already the name of Senator Vanderlan Cardoso (PSD-GO) should be confirmed for the presidency of the Committee on Economic Affairs, considered the second most relevant in the House.

The agreement was closed between the parties that supported Pacheco or delivered the most votes: PSD, MDB, PT, União Brasil, PDT, PSB and Podemos.

Senators from the two government blocs claim that PL, PP and Republicans campaigned hard against Pacheco, and took the risk of being without the presidency of the permanent commissions when they took the candidacy forward. They also say that a single commission in the hands of the opposition is capable of causing wear and tear for the government.
